Job description

Peerless Technologies is seeking a Senior Test and Evaluation (T&E) Manager to support the F-22 Program Office located at Wright Patterson Air Force Base, Ohio. The F-22 Program Office is a fast-paced environment supporting a broad array of Divisions and Branches supporting the F-22 Raptor Fleet. You will interface with various government and military stakeholders, including the Weapon System Prime Contractor, and provide Test and Evaluation support for the F-22 Test and Training Branch, in support of the F-22 Program Office mission. The successful candidate will support the F-22 Program by providing the following skills/activities in support of F-22 Test operations; you will: Apply T&E knowledge and experience to support systems and subsystems development, procurement, and sustainment activities throughout their life cycles, including pre/post award project/program T&E tasks. The Candidate shall provide products and services as described below in execution of its T&E support mission.
Use knowledge of T&E processes to assist in the designing, planning, execution, analysis, and reporting phases of T&E programs to assess the performance of aeronautical systems, subsystems, and equipment as they progress through the various acquisition phases and milestones.
Review/develop/update applicable program documentation for T&E management relevant requirements across the full spectrum of actions required to award contracts and accomplish test program execution, to include but not be limited to, tasks related to pre-award documentation, evaluation criteria development, Prime OEM Contractor /Subcontractor proposal evaluation, post-award documentation actions, TEMPs, and certification to dedicated OT documentation.
Have a working knowledge of Agile principles and be capable of providing suggestions to the Government for implementing improvements, streamlining processes and test procedures, and optimizing testing from development through fielding recommendation.
Review, analyze, and resolve equipment interface problems, and assist in the determination and definition of aircraft configuration requirements to include reviewing, analyzing, and identifying potential updates to TOs, drawings, engineering change orders, and other applicable technical data.
Evaluate the level of effort, resources, and integration required to develop executable T&E programs and execute the T&E plan and assist in scheduling and securing required test resources in support of project/program office objectives.
Assist the F-22 Program Office in order to determine the capability and availability of major DoD and civilian test resources and facilities, to include planning and organizing the flight and ground testing of aircraft, subsystems, or components involving Prime OEM Contractor/Subcontractor other USAF test organizations, and DoD agencies.
Support development of integrated test plans to support all levels of testing (unit, system, and flight tests).
REQUIREMENTS General Experience requirements:
*Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD
OR, Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD. Specific Experience requirements:
*Test Pilot School graduate or that has at least ten years of Test experience, five of which are in Fighters/Bombers with weapons
*Experience executing flight test at a test center (DT or OT) Clearance requirements:
*Top Secret Clearance, and able to obtain Special Access Program (SAP) or Sensitive Compartmented Information (SCI) eligibility if required.
