Job description

The Early Learning Coalition of Northwest Florida is seeking a detail-oriented Provider Contracts and Reimbursement Specialist to join our Operations Team. The ideal candidate is highly organized, analytical, and resourceful. This position is responsible for processing monthly reimbursement requests for the School Readiness and Voluntary Prekindergarten programs and conducting payment validation monitoring activities to ensure the accuracy of payments.

Essential Duties and Responsibilities

  • Process monthly certification of child attendance records for reimbursement for the School Readiness (SR) program and Voluntary Prekindergarten (VPK).
  • Process reimbursement for contracted slots, registration fees, children with special needs, and differential rates to include gold seal quality care designation, quality performance incentives and child assessments.
  • Perform payment validations for the SR and VPK programs in accordance with the Coalition monitoring plan, or in response to a parental complaint to include at a minimum:
  1. Reviewing parent sign-in/sign-out daily attendance forms to ensure they are completed in accordance with rule 6M-4.500(1)-(4), FAC., and documenting any disallowed costs,
  2. Reviewing provider's monthly enrollment/attendance certifications to ensure they are completed in accordance with rule 6M-4.500(4)(c), FAC., and documenting any disallowed costs,
  3. Reviewing absences to ensure provider notified the coalition if a child was absent for five consecutive days with no contact from parent by the close of the fifth {5th) day, according to rule 6M-4.500(1)-(4), FAC.,
  4. Reviewing absences to ensure when an at-risk child has an unexcused absence or seven consecutive days of excused absences, the SR provider notified the Department of Children and Families or community-based lead agencies' case manager (Rilya Wilson Act, s.39.604, F.S.).
  • Process adjustments reported by childcare providers for any discrepancy, overpayment, or underpayment
  • Conduct monitoring activities to ensure the accuracy of payments of the monthly reimbursement requests

Minimum Education and Experience Requirements

  • Associate degree in Business Management, Business Administration, Public Administration or other related field, or
  • High School diploma/GED with a minimum of two (2) years' work experience in child care attendance, billing and/or reimbursement management.
  • Highly organized, analytical, attention to detail, and resourceful.
  • Excellent written and verbal communication and presentation skills.
  • Proficiency in database systems, data entry, Microsoft Office 365 applications and Adobe Acrobat Pro.
  • Knowledge of DEL regulations and Florida Statutes related to early learning childcare provider contracts, specifically the requirements to be eligible to participate in the various programs and to maintain compliance with the provisions governing the programs.
  • Knowledge of contracting language, terms, reimbursement provisions, and deliverables.
