About South Bay Sand Blasting & Tank Cleaning, Inc. (SBSBTC): Founded in 1974, SBSBTC is a leading small business specializing in marine preservation, tank cleaning, technical flushing, and surface preparation services for the U.S. Navy and prime ship repair contractors. Our work supports a wide range of naval vessels including LSD, DDG, LHD, and LCS classes. We pride ourselves on safety, quality, and integrity while supporting national defense readiness through innovative and compliant service delivery.
Position Overview:
The Contracts Manager serves as the primary point of contact for contract administration, proposal development, and compliance on all government and commercial ship repair projects. This role ensures full lifecycle management of contracts - from solicitation through closeout - while maintaining alignment with FAR, DFARS, NAVSEA Standard Items, and company policies.
Key Responsibilities:
  • Review, interpret, and negotiate Prime Contracts, Subcontracts, and Task Orders in compliance with FAR/DFARS and NAVSEA requirements.
  • Develop and manage bids, proposals, and cost estimates (including LOE, RCCs, and COPAs) for ship repair availabilities.
  • Prepare and submit contract modifications, change orders, REA's and justifications to government and prime customers.
  • Interface directly with Program Managers, Estimators, QA, and Production Teams to ensure alignment on scope, performance, and deliverables.
  • Maintain accurate contract logs, and correspondence tracking through the project lifecycle.
  • Support audit responses, customer calls/concerns, and ensure compliance with major Standard Items including but not limited to 009-01,009-06, 009-20, 009-09, 009-107, 009-32, 009-71, and 009-100.
  • Provide contractual guidance to operations and leadership to mitigate risk and ensure business profitability.
  • Lead project kickoff meetings and provide contract briefings to internal stakeholders.

Qualifications:
  • Bachelor's Degree in Business Administration, Contract Management, or related field (or equivalent experience).
  • 5+ years of experience in contract administration within the ship repair, defense, or government contracting industry.
  • In-depth knowledge of FAR/DFARS, NAVSEA Standard Items, and Navy ship repair contracting processes.
  • Strong analytical and communication skills; able to write, interpret, and negotiate contractual language.
  • Proficiency with MS Office (Excel, Word, Outlook,Project), Adobe Pro, Zoom, and familiarity with Sage 300, SharePoint, or Power Query is a plus.
  • Must be a U.S. Citizen and able to obtain access to Navy facilities and systems (DBIDS).

Other Qualifications:
  • Deck plate experience preferred, experience in Preservation, Tank Cleaning, Flushing, or PMO a plus.
  • Must be able to conduct ship walkthroughs, climb, and access confined spaces as needed. Meetings with customers may require accessing the ship, a shipyard while others may be held via Zoom.
  • Ability to travel preferred.
  • From time to time, contracts will be executed in other time zones; must have willingness to adjust schedule as needed.

Working Conditions and Physical Demands:
  • Predominantly seated occasionally standing and walking to access different areas of the office
  • Frequent typing on a keyboard, mouse clicking, and other hand movements associated with computer use
  • Close-up focus on computer screens for extended periods, requiring good visual acuity
  • Able and willing to follow all applicable site and company safety procedures

All positions require a pre-employment medical test. This employer participates in E-Verify. Must be able to qualify for DBIDS security clearance. Ability to read technical English is a must. U.S. Citizenship is preferred (for some work locations it is required). Must be authorized to work in the U.S.
