Job description

Everett Ship Repair is the Pacific Northwest's Premier Ship Repair Facility. Founded in 2019, Everett Ship Repair offers vast ship repair capabilities from its facility in Everett, Washington, including repair, maintenance, and conversion services for any type of commercial vessels, with focus on commercial workboats and passenger vessels. Together with our sister company Nichols Brothers Boat Builders and Shared Ice Services, we represent the heft and might of Ice Cap Holdings' presence in the maritime community of the Pacific Northwest. With impressive dry-docking capacity, and an opportunity to be part of an emerging team of industry veterans and highly skilled tradesmen, ESR strives to continuously improve our repair and construction methods into efficient and reliable processes. Everett Ship Repair (ESR) is seeking an Experienced Sr. Estimator who will develop, analyze and complete estimates for assigned projects, creating detailed cost estimates for ship repair and other marine projects. ESR is expanding its federal contracts pursuit and requires an estimator with NavSea and MSC experience.
What You will Do:
  • Works with Sales by completing estimates and cost proposals for assigned projects, and other potential pursuits creating detailed cost estimates for ship, repair, and other marine projects.
  • Support Project Managers in identifying and estimating needed change orders in a timely manner if required.

Tasks and Principal Duties:
  • Manages the analysis of bids and completes estimates for assigned projects, creating detailed cost estimates for ship repair and other marine projects.
  • Completes proposals, submittals, estimates and bid summary sheets.
  • Develops detailed specifications and estimates for marine projects.
  • Identifies and communicates all special requirements on estimates to owners.
  • Identifies and communicates all bonding/security requirements to Management.
  • Thoroughly reviews all customer specifications, drawings, and technical data.
  • Develops detailed itemized listing of required work tasks based on review of bid request.
  • Produces labor, material, and subcontractor price estimates for all required work.
  • Produces craft hours and subcontractor estimates on projects.
  • Develops long lead and critical material list as required.
  • Prepares estimates for Change Orders on new and existing projects as required
  • Develops craft labor budgets for planning and scheduling project work.
  • Analyzes subcontractor quotes to determine the best choices for sourcing.
  • Utilizes historical cost data in order to develop accurate bid standards.
  • Create and maintain a library of standards, efficiency targets, and history of previous projects and estimates.
  • Researches and develops new cost standards for work where no historical data exists.
  • Identifies and resolves ambiguities in specifications or bid packages.
  • Develops and maintains relationship with Client and stakeholder personnel associated with the processes for changes, estimates and proposals.
  • Works with company leadership to ensure that all contractual requirements are fulfilled even in the interim while negotiating changes and contract awards with clients.
  • Ensures that the leadership and program teams are kept informed about critical changes and enterprise demands from new contract proposals.
  • Identifies and communicates all special requirements on estimates to owners.
  • Work with purchasing to identifies major material, subcontract items and solicit pricing and assist as needed in analyzing quotes and recommending best choices for sourcing, including comparing subcontractor to in-house costs to make outsourcing decisions.
  • Develops and supports estimating standards through review and analysis of historical job cost data and uses historical cost data to develop accurate standards and regularly updates archive of bids and submittals.

What You Bring to Our Team:
  • Bachelor's degree in a suitable field and a minimum of five (5) years of marine and engineering experience, or an associate degree with at least 10 years of experience.
  • Strong background, skill, knowledge and experience in marine design and engineering and knowledge of materials used in marine construction.
  • Working knowledge of new ship construction, repair, and conversion, including vessel types, systems, and components.
  • General knowledge of a wide range of marine vessels.
  • Excellent organization skills -- can monitor numerous projects at once and can prioritize workloads.
  • Effective time management skills.
  • Ability to interpret specifications, understand, and read drawings and blueprints and understand the contract requirements and schedule constraints. Emphasis on NavSea and MSC requirements
  • Excellent communication skills with customers and internal clients
  • Skilled in conflict management and moving stakeholders to realistic consensus while protecting needs of and relationships with key stakeholders.
  • Proficiency in Microsoft applications, including Word, Excel, Outlook, Project and SharePoint.
  • Advanced skill level with EXCEL, including ability to create and use Pivot tables and present data in attractive and compelling graphical, tablet and chart formats.
  • Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, and time sensitive projects.
  • Familiarity with pricing model applications and the processes for the continued development and sustainment, including a historical library for use in future estimates.
  • Experience and knowledge of change management principles, methodologies, and tools
  • Excellent negotiations skills.
  • Experience in presenting to Senior Management/Leadership levels.
  • Focuses on solving conflict, not blaming; Maintains confidentiality; Open to others' ideas and tries new things.
  • Ability to acquire a TSA TWIC (Transportation Worker Identification Credential) card.

What Would Distinguish You:
  • Strong working knowledge of current rules, regulations, and standard practices of regulatory bodies, including USCG, classification societies and the marine industry.
  • Strong working knowledge of NavSea and MSC standard items.
  • Previous experience as Estimator in a civilian repair shipyard with both Federal and commercial contracts.
