Duties * Determine admissibility of proposed cost elements for fixed price and cost type contracts. * Recommend cost limitations to be imposed based on the reasonableness of profit or fee. * Provide recommendations to the Contracting Officer for negotiating adjustments of the contract price. * Evaluate contractor's financial data to determine need for government financing. * Administer advance or progress payments to minimize risk to the government. * Serve as Field Pricing Specialist. * Maintain contact with representatives of contractors and various Defense Department Administrative and Audit Agencies. * Determine final profit based on incentive contract sharing provision stated in the contract. * Negotiate settlement agreements. * Serve on Source Selection Evaluation Boards Requirements Conditions of employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Secret security clearance. OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: natural sciences, social sciences, languages and humanities, communications, education, engineering and technology, business, computers and math, healthcare. GS-11 Education can be substituted for experience. GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Specialized Experience: One year of specialized experience which includes: 1) Performing price/cost analysis of proposed contracts; 2) Preparing price recommendations to negotiate contracts; AND 3) Analyzing contractor's estimated proposal costs for reasonableness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-12 Some federal jobs allow you to substitute your education for the required experience in order to qualify.
