Job Title: Project Manager, Contract Delivery

Location: Rockville, MD (Hybrid – Minimum 3 Days Onsite)

Job Overview: LCG is seeking a Project Manager, Contract Delivery to lead the successful delivery of federal IT programs supporting the U.S. Department of Health and Human Services (HHS) and its Operating Divisions.

Reporting to the Director of Service Delivery, this role is responsible for managing a portfolio of federal contracts while providing leadership to Project Managers, engineers, analysts, and technical delivery staff. The Project Manager will oversee program execution, project governance, financial performance, staffing, quality, and customer satisfaction while serving as the primary operational interface with Government stakeholders.

This is a hands-on technical delivery leadership position, not an administrative project management role. The successful candidate will have experience leading technical teams, managing federal IT contracts, and delivering enterprise technology solutions within Agile environments.

The ideal candidate combines strong leadership, technical credibility, financial management, and federal contract delivery experience with the ability to build trusted client relationships and drive successful project outcomes.

Key Responsibilities

Program Delivery & Technical Leadership

  • Lead the successful delivery of assigned federal IT programs, ensuring technical, operational, contractual, schedule, and budget objectives are achieved.
  • Establish project management standards, delivery methodologies, and quality practices across assigned programs.
  • Develop and oversee project plans, work breakdown structures, schedules, technical estimates, staffing plans, and deliverables.
  • Monitor project progress, milestones, dependencies, risks, and overall program health.
  • Take direct ownership of contracts that do not have an assigned Project Manager.
  • Lead Agile delivery activities while coordinating priorities across technical teams and business stakeholders.
  • Ensure projects remain on schedule, within scope, and aligned with client expectations.

Client & Stakeholder Management

  • Serve as the primary day-to-day operational point of contact for Contracting Officer's Representatives (CORs), federal program managers, and client stakeholders.
  • Build trusted relationships through proactive communication and responsive service delivery.
  • Prepare and present program status reports, performance metrics, dashboards, and executive briefings.
  • Coordinate project planning, issue resolution, and deliverable reviews with Government customers.
  • Escalate strategic issues, scope changes, and contractual matters to the Director of Service Delivery.

People Leadership & Team Development

  • Lead, mentor, and develop Project Managers, engineers, analysts, business analysts, and other technical staff.
  • Conduct performance evaluations, coaching, career development, and performance improvement activities.
  • Partner with Human Resources and Talent Acquisition on recruiting, onboarding, staffing, succession planning, and workforce development.
  • Foster a collaborative, customer-focused, and high-performing delivery organization.
  • Conduct skills assessments and identify professional development opportunities for team members.

Contract & Financial Management

  • Manage contract performance within approved budgets and financial targets.
  • Monitor labor utilization, staffing levels, resource allocation, and program financial performance.
  • Support Time-and-Materials (T&M), Firm-Fixed-Price (FFP), and other federal contract types.
  • Prepare financial forecasts, staffing projections, utilization reports, and budget analyses.
  • Identify staffing risks, cost variances, and financial issues while recommending corrective actions.
  • Collaborate with Finance and Delivery Leadership on monthly program reviews.

Quality, Risk & Compliance

  • Ensure compliance with Federal Acquisition Regulations (FAR), HHS policies, contract requirements, security standards, and LCG delivery methodologies.
  • Identify, assess, document, and mitigate technical, operational, staffing, financial, and contractual risks.
  • Maintain project documentation, governance artifacts, and delivery records.
  • Monitor quality standards and ensure consistent execution across assigned programs.
  • Escalate significant delivery issues, customer concerns, staffing challenges, and contractual risks when appropriate.

Delivery Excellence & Continuous Improvement

  • Support capture, proposal, and recompete activities by providing staffing recommendations, delivery input, technical expertise, and lessons learned.
  • Share best practices, reusable processes, templates, and delivery improvements across the organization.
  • Contribute to operational improvements that strengthen project delivery and customer satisfaction.
  • Support strategic initiatives that improve delivery maturity across the organization.

Requirements

Required Qualifications

  • Bachelor's degree in Business, Information Technology, Computer Science, Engineering, or a related field (or equivalent experience).
  • Minimum 7 years of experience managing federal IT or technical service delivery programs (5 years with a Master's degree).
  • Minimum 2 years of experience leading or supervising technical teams.
  • Project Management Professional (PMP) certification (required).
  • Experience managing Agile software development or technical delivery teams.
  • Experience managing project schedules, staffing, budgets, risks, deliverables, and customer expectations.
  • Experience supporting federal IT contracts and understanding federal contract administration.
  • Working knowledge of Time-and-Materials (T&M) and Firm-Fixed-Price (FFP) contracts.
  • Strong experience managing technical professionals, conducting performance reviews, coaching employees, and leading cross-functional teams.
  • Strong analytical, organizational, communication, and problem-solving skills.
  • Ability to obtain and maintain a Public Trust clearance.
  • Ability to work onsite a minimum of three days per week in Rockville and Bethesda, Maryland.

Preferred Qualifications

  • Certified ScrumMaster (CSM), SAFe, or equivalent Agile certification.
  • Hands-on technical background in one or more of the following:

  • Experience supporting HHS Operating Divisions, including:

    • Centers for Medicare & Medicaid Services (CMS)
    • Food and Drug Administration (FDA)
  • Direct NIH experience strongly preferred.
  • Experience supporting enterprise modernization, cloud migration, infrastructure transformation, or application modernization initiatives.
  • Experience developing executive dashboards, KPIs, and delivery performance metrics.

Compensation and Benefits

The projected compensation range for this position is $110,000 to $145,000 per year benchmarked in the Washington, D.C. metropolitan area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
