ESSENTIAL JOB FUNCTIONS
  • The Contracts Manager manages all phases of the contract life cycle, from pre-proposal to closeout. This role ensures adherence to applicable regulations while mitigating risk and supporting program success.
  • Foster a culture of continuous learning and professional development within the Contracts team. Enhance team members' comprehension and application of regulations and requirements (e.g., FAR and agency supplements, SBA programs, etc.) as well as foundational knowledge that is key to success in the contracts management profession.
  • The Contracts Manager encourages team awareness and engagement by ensuring staff members receive adequate, undivided attention from the Contracts team leadership. They are afforded the freedom and opportunity to voice concerns, share ideas, and ask questions.
  • Support the enhancement of overall compliance efforts and increase efficiency in contract management processes. Mitigate contractual risk and ensure employment of change management best practices by supporting policy development and implementation in coordination with internal partners on the CPD team and other parts of the enterprise.
  • Perform routine reviews and updates of CPD support documentation (e.g., templates, playbooks, forms, checklists, etc.). Utilize resources such as the Deltek contracts module, SharePoint, Teams, etc., to support this effort when appropriate and beneficial. Promote transparency and consistency by encouraging and enabling clear and up-to-date documentation. Maintain documentation per policies and audit standards. Tracks deliverables and deadlines and supports audits as necessary.
  • Encourage collaboration and grow buy-in with other support leverage orgs in the enterprise (such as Compliance/SBA, Finance, Business Development, etc.), as well as Operations and enterprise leadership, for the mutual benefit of all. Foster collaboration, knowledge-sharing, and alignment with enterprise-wide regulatory requirements and best practices, leading to improved efficiencies and capabilities for the Contracts team and a broad positive impact on Aleut Federal.
  • Foster collaboration and alignment between the Contracts and BD teams, enhancing overall proposal quality and competitiveness. Improve efficiency in proposal development by providing quick access to required documentation and information routinely provided to BD by the Contracts team. Mitigate the risk of missing or outdated documentation in proposal submissions.
  • Ensure the successful contractual execution of post-award activities through collaboration with leverage partners, customer intimacy, and program leads. Document everything.
  • Provide thorough collaborative risk reviews of requests for proposals (RFPs), change orders, and modifications. Serve as advisor to program and growth leaders regarding contractual matters that should be considered regarding scope implementation, RFPs, color reviews when necessary, and customer interface.
  • Other duties as assigned.

EDUCATION/TRAINING
  • Bachelor's degree required.
  • NCMA certification or willingness to obtain one is preferred.

EXPERIENCE
  • Must have 8-12 years of contract management and proposal experience supporting Federal government prime contracts.
  • Construction experience beneficial.
  • Strong working knowledge of FAR and agency supplements, as well as compliance and regulatory requirements of the contract management profession in the federal space.
  • Familiarity with SBA related to government contracts is preferred, but not mandatory. Experience with the 8(a) program, ANC, or a Tribally owned organization is preferred.

  • Teamwork-Collaborate with members of the Aleut Team and outside clients, customers, and contractors.

PHYSICAL DEMANDS

WORK ENVIRONMENT
The working conditions for this position may include the following:
  • Working indoors in an office or home office environment.
  • Infrequent travel may be required to attend corporate leadership events, customer meetings, professional development opportunities, etc.

Salary/Rate Range $136K- $144K
