Position Summary:

The Grant and Contract Administrator position is responsible for pre-and post-award support for grants and contracts received by UNC. Pre-awardsupport facilitates the preparation and submission of proposals for grants andcontracts to external sponsors. Post-award support manages  grants and contracts received by UNC. TheOffice Research and Sponsored Programs (ORSP) provides leadership and supportto UNC stakeholders for externally funded ("sponsored") research and scholarlyactivities that advance the teaching, research, and service missions of theuniversity.

Job Duties:

Pre-Award (40%)
Budget development: Work withprincipal investigators/project directors (PIs/PDs) from assignedcolleges/divisions to develop and vet grant proposal budgets for submission toexternal sponsors in accordance with sponsoring agency guidelines/regulationsand in accordance with university policies and procedures. Review sub-awardeebudgets and ensure compliance with sponsoring agency guidelines/regulations.
Proposal development and submission: Review requestfor proposals (RFPs) from funding agencies, coordinate with  PIs/PDs from assigned colleges/units toensure that proposal complies with all relevant RFP requirements. Ensure thatproposals are submitted appropriately, following the RFP and university/ORSPpolicies and procedures, with university authorizing signatures by applicationdeadline. For electronic proposal submissions, ensure that the university andauthorized personnel are registered in online systems and that PIs/PDs andother key personnel have login access. Collect and vet sub-awardee compliancedocumentation.  Collect proposal data internallyusing Streamlyne and route proposals internally for review and signature priorto submission to the funding agencies.

Post-Award (40%)
Grant setup: Meet with PIs/PDs to plan initialactivities on new grants and contracts. Coordinate with GrantAccountant/General Accounting Office to set up awards accounts.
Grant Monitoring: Monitor grant activity incooperation with Grant Accountant/General Accounting Office to ensurecompliance with relevant regulations. Interface with campus offices (e.g.General Accounting, Payroll, Purchasing, etc.) to address grant questions orissues that may arise during the conduct of the project. Process journalentries, post award Subrecipient monitoring, export control/Foreign influence(checking for foreign students working on grants). Support PIs/PDs and relatedstaff as they monitor and manage their awards. Interpret sponsor policies,university policies, U.S. government's "Uniform Guidance", 2 CFR 200and federal and state regulations related to the terms and conditions of theaward, the conduct of the project and the delivery and reporting of projectresults. Monitor match accounts to ensure compliance with cost sharingrequirements of sponsor. Manage time & effort reporting for assignedcolleges/divisions as required by federal regulations and in accordance withuniversity policy. Assist department level staff involved with grants inexecuting grant requirements related to fiscal reporting, invoicing and otherfinancial correspondence and actions with external sponsors and internalconstituents. Work with ORSP and faculty to respond to questions and awardadjustments communicated by sponsors. Ensure award data is captured and maintained in Streamlyne.
Grant closeout: Close out awards with sponsoringagencies according to university, state and federal regulations.

Training (5%)
As directed, the GCA position will provide trainingdirectly to ORSP stakeholders.

Other (15%)
Assist with other duties assigned by ORSPleadership.

Minimum Qualifications:

Bachelor's degree OR anequivalent combination of education, training and work experience withgrant/contract budget development, proposal development and submission, orproject administration experience, preferably in an academic setting orsimilarly complex detail-oriented environment.

Preferred Qualifications:

A working knowledge of the U.S.government's "Uniform Guidance", 2 CFR 200 and federal regulations (e.g. PAPPG,FAR, and governing sub awardee policies). The ability to communicate andcoordinate with a wide range of funding agencies and principal investigators ina clear, prompt, and tactful manner. Sound fiscal and time management skills,attention to detail, and a high degree of flexibility as demonstrated fromprior work experience. Well-developed computer skills with advanced Excel orother spreadsheet programs. Proficiency or the ability to learn databases andfinancial systems (e.g., Access, Banner). The ability to work in acollaborative and collegial manner with coworkers. Certified Research Administrator(CRA) desirable.
