Job description

Business Analyst

Location: Lansing, MI — Hybrid, onsite Tuesday/Wednesday required from day one (no remote-only option). Candidates must reside within a 1-hour commute of Lansing at time of submission — no exceptions.

Contract type: 1099 contract

Overview: State of Michigan is engaging a Business Analyst 3 to support an active project team, bridging BA, QA, and DEV workstreams. The resource will own as-is/to-be process documentation and drive agile ceremonies — writing and refining epics, features, and user stories and shepherding them through the project lifecycle.

Responsibilities

  • Responsible for documenting business requirements that are clear, unambiguous, testable,

and satisfy the business need in accordance with standard templates and adherence to DTMB

and MDOS policies, standards, and guidelines.

  • Creating Test plans with the business, ensuring repeatable processes are in place beyond the

lifecycle of the current project.

  • Documenting repeatable steps/processes (technical documentation) for the business area to

refer to as part of maintenance planning.

  • Responsible for facilitating requirement gathering meetings to identify impacted business

processes and document the project business requirements. Attendees include relevant

project team members and stakeholders as identified in the Communication Plan.

  • Responsible for adhering to the project schedule by developing and maintaining the project

backlog during Agile projects and working with the product owner to set priority throughout

the duration of project.

  • Responsible for understanding project scope and actively monitoring requirements process to

maintain adherence to the objectives set for the project.

  • Responsible for understanding high-level information governance objectives and ensuring

appropriate Stakeholder inclusion and/or awareness regarding data requirements.

  • Responsible for appropriate resolution of critical IT issues as it pertains to the BA role.
  • Responsible for understanding project specific benefits and related impact of changes to

project scope or business requirements.

  • Ensures SEM (system engineering methodology) deliverables for the project that are a

responsibility of the BA are completed, reviewed, and approved in alignment with area

processes.

  • Works directly with project team including vendor partners for roles such as: user

interface/user experience (UI/UX), solution architects, database administrators, developers,

  • QA testers, and others to ensure understanding of the requirements, functionality, size, and

scalability of the IT solution.

Requirements

Facilitate creation and refinement of epics, features, and user stories in the team's agile tool of choice; move work through the full project lifecycle (backlog → in progress → review → done); document current-state (as-is) and future-state (to-be) business processes; act as the connective tissue between BA, QA, and DEV roles, translating requirements across each; produce clear, structured process and requirements content for stakeholder review.

Required Qualifications:
5+ years as a Business Analyst; 5+ years working in agile tools (creating and managing epics/features/user stories, moving cards through the lifecycle); 5+ years with a clear understanding of BA, QA, and DEV roles and responsibilities; 5+ years producing as-is/to-be process documentation and content.

Preferred Qualifications: Proficiency with BA tooling such as Figma or Visio; 2+ years of QA experience.

Benefits
