Brillient is seeking an experienced Records Project Manager to join our team supporting a federal contract in Landover, MD. This is for a proposal effort.
JOB DESCRIPTION:
Serve as a contract project manager for a FDA records management program. This role will:
  • Direct and oversee the performance of operations personnel involved in records management, document processing, handling, correspondence, and delivery; document scanning, photocopying, and conversion; document data entry, data analysis, tracking, and stakeholder support; tracking and temporary storage of government records; communication; facilities support; training support; and quality control.
  • Plan, budget, and implement the program's support activities
  • Responsible for ensuring that the work performed is at a level of quality, schedule, and cost that is consistent with the expectations of the customer
  • Ensure that contract deliverables are submitted accurately and on-time.
  • Responsible for overall management of the work management group, making certain that PMP principles and approaches are consistently applied across all activities.
  • Ensure compliance with terms of the contract, task orders, and with government and company policies, standards, and procedures.
  • Ensure customer satisfaction with contract performance, to include timely and accurate contract status reports and deliverables.
  • Ensure effective integration, utilization, and performance of subcontractors.
  • Identify and resolve cross-contract problems and issues.
  • Identify and mitigate project risks.
  • Maximize the most effective staff resource use and availability.
  • Responsible for project scope definition and planning through delivery of assigned product and related product releases.
  • Support staff career development and training.
  • Assess cost, schedule, and technical performance, implementing change when needed.
  • Define and implement suitable performance measures and quality standards.
  • Present program status and issues to Management on a regular and consistent basis in regular status reporting and status meetings.
  • Interface with and provide technical and financial reports to the Government client.

Experience and Skills
Qualifications:
Candidates will have experience with:
  • Demonstrated abilities in the management of similar records projects for a minimum of 8 years, preferably in a contract environment
  • Developing and implementing customer support strategies and client customer service
  • Demonstrated ability to manage a regulatory document and records management effort including a staff of specialty and line managers
  • Knowledge of contemporary project management tools and will have a command of the core principles of effective management, including effective delegation, ownership, responsibility development and tracking
  • Demonstrated ability to plan, integrate, and manage life cycle regulatory document operations involving document processing in high volume automated and manual operations and scientific data abstraction operations
  • Must have an extensive knowledge of life-cycle Records Management processes including experience developing and implementing file plans, records inventories and records disposition schedules
  • Formulating, implementing and enforcing work and quality standards such as ISO 9001:2015 across large, complex program areas
  • Establishing schedules, reviewing work in progress, and managing personnel, including Subcontractors, key personnel and Subject Matter Experts (SMEs)
  • Improving service or operating more efficiently, such as providing recommendations for process improvements, policies and procedures and implementing change management
  • Managing contract requirements including Key Performance Indicator management, work breakdown structure, individual task and master schedule management
  • Managing communications and resolving technical service and personnel issues and risks

EDUCATION REQUIREMENT:
Bachelor's degree in a business administration, public administration, or a field closely related to records management.
EXPERIENCE REQUIREMENT:
  • Minimum of 8 years' experience managing records project(s).

Desired Skills:
  • Current PMP certification
  • Communicate complex information well using MS Office
  • Extensive knowledge of Microsoft Project and Microsoft Excel
