We are seeking a dynamic and experienced Contract Manager to oversee all aspects of our security operations in Washington DC. The successful candidate will ensure the contract meets profitability expectations and plays a crucial role in maintaining efficient scheduling, personnel qualifications, payroll, training, recruiting, and overall compliance with contractual and legal obligations. This position demands strong leadership, organizational skills, and the ability to collaborate with various stakeholders.
Key Areas Of Responsibilities include but are not limited to:
Team Management
  • Ensures contract performance and sub-contractor meets all requirements and standards
  • Ensures all posts are manned and all officers meet all requirement
  • Creates a one-team environment and facilitates high employee morale and teamwork
  • Promotes company core values
  • Responds on a 24-hour, 7-day basis to significant unusual occurrences, via email, text, phone or in person if required

Scheduling
  • Collaborate with supervisor to develop efficient shift schedules for contract-required posts and Optional Additional Services
  • Implement strategies to prevent open posts due to last-minute call-offs, such as coordinating overnight shifts and scheduling officers strategically
  • Provide preliminary schedules based on current operational understanding

Personnel Qualifications
  • Ensure all contract personnel are properly qualified and trained
  • Maintain up-to-date personnel files with necessary documentation, including Certification of Training, Validation of Personal Data, and Validation of Pre-employment requirements
  • Implement and oversee the random drug testing program

Payroll and Benefits
  • Interface with HR department to ensure timely and accurate payroll for all project employees
  • Communicate benefits plan information to project employees

Training
  • Advance scheduling of ASOs for skill requalification in accordance with the contract
  • Implement Certification Filling System in compliance with the contract

Recruiting & Retention
  • Maintain proper staffing levels through coordination with the in-house recruiting team
  • Facilitates a work environment that is respectful, rewarding, safe
  • Manages turnover and assists HR in developing retention programs

Disciplinary Actions
  • Collaborate with Lieutenants and HR Department to investigate performance discrepancies
  • Approve and administer disciplinary actions following established policies and procedures

Quality Control Plan (QCP)
  • Implement the QCP in coordination with HSS QC Manager and President, HSS
  • Provide QC inspection reports to the Contracting Officer and address deficiencies

Safety
  • Ensure overall employee safety by implementing the Safety Plan in coordination with the Safety Officer

Contract and Legal Compliance
  • Ensure compliance with all contract terms, conditions, and applicable laws and regulations

Government Furnished Equipment (GFE) Control
  • Oversee maintenance and repair of GFE
  • Implement an inventory issue and receipt system for proper GFE accountability

Invoicing
  • Interface with Accounting and Finance (A&F) department to ensure accurate certification of invoices - Address invoice deductions and ensure proper documentation

Customer Point of Contact
  • Serve as the primary point of contact for the customer and sub-contractor

  • Work collaboratively with union leadership to ensure policy enforcement, foster a professional work environment, develop fair work schedules, and recruit new ASOs

Requirements
Education & Experience
  • Bachelor's degree in a relevant field (e.g., Business Administration, Security Management, Project Management) Certifications such as Certified Security Project Manager (CSPM) or Project Management Professional (PMP) are a plus
  • Minimum of five (5) years of armed security management experience with a contract of similar size and scope
  • Minimum of 5 years' experience Armed Security within the military, law enforcement, or commercial guard force. Additional years of experience may be substituted for the education
  • Demonstrated success in managing security projects, including scheduling, personnel management, and compliance
  • Experience working with security-related contracts and regulations
  • Excellent project management abilities, including planning, execution, and monitoring
  • Knowledge of security operations, risk management, and safety protocols
  • Ability to coordinate and collaborate with various departments, including HR, union representatives, and clients
  • Familiarity with scheduling software and personnel management systems
  • Strong problem-solving and decision-making skills
  • Excellent verbal and written communication skills
  • Ability to work well under pressure and handle multiple tasks simultaneously.
  • Strong interpersonal skills and the ability to build effective working relationships.
  • Flexibility and adaptability to changing project requirements.

Contract Qualifications
  • Minimum age requirement: 21 years
  • US citizenship or lawful permanent residency for current members of the U.S. Armed Services or individuals with an Honorable Discharge from the U.S. Military
  • Ability to obtain favorable verification through the E-Verify system
  • Fluent in spoken, written, and comprehended English
  • Possession of a current State-issued Driver's License or State ID
  • Proficiency with firearms
  • Ability to receive and maintain the applicable background clearance
