Raytheon has an exciting opportunity for a Principal Specialist, Contracts supporting the Development Contracts lead for a critical and growing program area within our Naval Power, Naval Air Missiles (NAM) organization. The successful applicant will lead new pursuits (proposals), as well as execution efforts (Contracts).  

This role will be an integral part of the business teams, supporting strategic solutions and providing dynamic recommendations for proposal, negotiation, and execution issues.  Specific focus will be driving for on-time proposal delivery, current contract execution. Developing and maintaining strong internal and external customer relationships will be required.  The program is a complex, legacy missile franchise program that launches from ships, submarines, and ground launchers and can strike targets precisely from 1,000 miles away, even in heavily defended airspace with development, production, and sustainment activities interwoven. The portfolio includes FAR-based domestic and Foreign Military Sales (FMS) contracts with the US Navy (NAVAIR).

This position is well suited for a highly motivated, well-organized person who enjoys working in a fast-paced, collaborative team environment. Your responsibilities will include developing creative approaches to solving problems while employing sound change management and communication skills for sound team collaboration.

What You Will Do

  • Work closely with the Portfolio Directors, Program Managers, Chief Engineers, Finance, and Supply Chain to manage successful execution of contracts.
  • Identify, mitigate, and drive resolution of contractual issues as they may arise.
  • Ensure that negotiated terms and conditions comply with company policies.
  • Provide guidance regarding contractual and business issues, rights and obligations, and possible mitigation of contractual and programmatic risks.
  • Establish and maintain effective working relationships with customers and internal partners.
  • Interface with customers for correspondence, contractual changes, and contractual issues.

What You Will Learn

  • Contracting with multiple Government and non-Government customers via traditional and non-traditional contract vehicles.
  • Take an active role in managing contracts and engaging directly with program leadership.
  • Development and Production focused contracts to meet domestic, FMS and Subcontractor requirements.
  • Business management reviews with leadership support such as quarterly EAC Reviews.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years’ experience
  • Experience related to contracts management, program management, business management, finance, legal, supply chain processes and / or procurement
  • Experience with contracts, terms and conditions, RFP's, RFQ's, FAR, DFARS or similar contracts related experience

Qualifications We Prefer

  • Wide experience in contracts negotiations, execution and administration of various contracts aspects (including price, Statements of Work, terms, etc.), and agreements such as Proprietary Information Agreements
  • Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS) requirements
  • Experience applying analysis and critical thinking for complex problem solving
  • Understanding of financial aspects of contracts and risk quantification
  • Experience with Intellectual Property, license agreements, or teaming agreements
  • Advanced Degrees related, such as MBA, JD, Law Degree, master of science in finance, etc.

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
