Job description

Apogee is seeking a Senior Technical Recruiter to join our Talent Acquisition team supporting Department of War (DoW) contract hiring. You will drive fulllifecycle recruiting for cleared and technical roles, partner with hiring managers and proposals to build staffing plans, and be a subject-matter source for mapping talent to contract labor categories. 

This is a full-time hybrid position either at our company headquarters in Dayton, OH or Colorado Springs, CO. 


  • Serve as the recruiting lead for assigned program(s); consult with hiring managers to define role KPIs, must-haves, and candidate profiles.
  • Draft compelling, role-specific job descriptions and postings that attract cleared technical talent. 
  • Develop and execute proactive sourcing strategies (LinkedIn, HireEZ, ATS, referrals, niche forums, events) and surface passive candidates.
  • Map candidate experience to contract labor categories (LCATs) and determine qualifications against PWS/SOW requirements.
  • Partner with the proposal team to create staffing plans and rapidly staff key positions for capture and proposal efforts.
  • Screen, assess, and present a concise qualified slate (scorecard-based). Handle interviews, reference checks, and offer negotiation through close.
  • Track and report recruiting metrics (timetofill, submittals-to-interviews, offeracceptance rate) and continuously improve sourcing funnels.
  • Support contract transitions, on-boarding site visits, and occasional travel to career fairs or client locations. 

Minimum Experience:

Citizenship: Must be a US citizen 
Education: High School Diploma
Years of Experience: 7+ years’ direct experience recruiting technical talent for DoW contracts (full lifecycle recruiting)

Experienced:

  • Proven ability to recruit cleared candidates (Secret and above)
  • Demonstrated experience using AI recruiting tools (e.g., AI candidate search, resume parsing, and LLM-assisted outreach) to accelerate sourcing, screen resumes, and create targeted candidate messaging
  • Experience identifying, engaging, and screening candidates
  • Proficiency with applicant tracking systems (ATS) and recruiting CRMs (creating pipelines, automation flows, and candidate nurture sequences)
  • Experience with stakeholder management: experience advising hiring managers, aligning on competencies, and delivering candidate scorecards
  • Demonstrated use of data and recruiting metrics (timetofill, pipeline velocity, submittaltointerview ratios) to prioritize requisitions and improve outcomes

Preferred Qualifications:

Clearance: Secret-level clearance

Certifications: Certified Internet Recruiter (CIR) or similar sourcing certification.

Education: Bachelor's degree

Additional Experience:

  • Experience assessing candidate qualifications against PWS/SOW and mapping to government labor categories (LCATs)
  • Experience supporting proposals and staffing for GSA/SIN or other contract vehicles
  • Demonstrated success closing senior-level technical resources for government programs
