Job Title: Inspector
Job Description

This role focuses on conducting comprehensive inspections and providing contract administration support for a major highway and bridge infrastructure project in Oakville. The inspector oversees daily construction activities in the field, ensures strict compliance with Ministry of Transportation of Ontario (MTO) standards and contract specifications, and maintains accurate documentation to support payment verification, change tracking, and project reporting. The position combines hands-on site inspection with office-based coordination and offers significant exposure to complex, multi-million-dollar transportation projects and MTO-heavy portfolios.

Responsibilities

  • Conduct daily site inspections of construction activities, including asphalt paving, structural works, drainage, and grading.
  • Monitor contractor operations to ensure full compliance with contract specifications and MTO standards, including OPSS, OPSD, and CAIS.
  • Identify deficiencies or non-conformances in the field and issue clear, timely inspection reports as required.
  • Track and record quantities, materials, manpower, and equipment usage to support progress measurement and payment verification.
  • Maintain accurate, detailed records of all field activities, progress, and site conditions throughout the project lifecycle.
  • Act as a central point of contact for project documentation and communication between project staff and contractors.
  • Prepare, manage, and organize inspection reports, daily diaries, documentation logs, meeting minutes, and progress updates.
  • Support contract administration activities, including progress payment verification, change tracking, and related documentation.
  • Maintain organized project records in alignment with MTO and project-specific requirements and filing standards.
  • Coordinate effectively between project staff, contractors, consultants, and MTO representatives to support smooth field operations.
  • Produce accurate inspection reports, track construction quantities, and monitor contractor compliance with quality and safety requirements.
  • Support traffic control coordination activities and ensure documentation aligns with project and MTO expectations.
  • Manage documentation, reporting, and communication workflows efficiently while meeting tight deadlines and project milestones.
  • Contribute to safety and compliance tracking by documenting observations and reinforcing adherence to safety procedures on site.
Essential Skills
  • Proven inspection experience in civil and highway construction environments, including quality assurance and quality inspection responsibilities.
  • Demonstrated Senior Inspector or Office Person / Inspector experience on MTO projects.
  • Completion of at least 2 similar MTO projects in an Office Person role or at least 3 similar MTO projects in a Senior Inspector role.
  • Experience on at least one project with a construction value of $5M or greater in an Office Person capacity.
  • Hands-on experience with asphalt and structural inspection on transportation projects.
  • Strong background in field construction coordination and documentation, including daily reports and progress tracking.
  • Ability to work independently under pressure, manage competing priorities, and consistently meet deadlines.
  • Ability to manage documentation, reporting, and communication workflows with a high degree of accuracy and organization.
  • Familiarity with MTO standards and practices, including OPSS, OPSD, and CAIS.
  • Ability to produce accurate inspection reports, track quantities, and monitor contractor compliance with specifications and standards.
  • Experience in inspection and construction within transportation and highway environments.
  • OACETT certification with RCSI designation that is valid and verifiable.
Additional Skills & Qualifications
  • Experience acting as an Assistant Contract Administrator (ACA) on infrastructure or MTO projects.
  • Experience working as an office administrator on MTO projects, supporting contract administration and documentation.
  • Exposure to large highway and bridge projects, typically in the $40M+ range common to MTO work.
  • Familiarity with Construction Management Systems (CMS) used for documentation, progress tracking, and contract administration.
  • Experience with traffic control coordination and related documentation on active construction sites.
  • Experience with progress payments and contract documentation, including change tracking and verification of quantities.
  • Strong stakeholder coordination skills, including collaboration with contractors, consultants, MTO representatives, project managers, and contract administrators.
  • Safety-related training and certifications such as WHMIS and First Aid or equivalent.
  • Professional engineering (P.Eng) or Certified Engineering Technologist (C.E.T.) designation, considered an asset but not required.
  • Strong written and verbal communication skills to prepare clear reports, meeting minutes, and documentation logs.
  • High attention to detail and commitment to documentation accuracy, safety, and compliance tracking.
  • Motivation to build a strong MTO-focused portfolio and progress toward Senior inspection or contract administration roles.
Work Environment

This role is based on a major highway and bridge infrastructure project in Oakville and requires being on site in Oakville on a full-time basis. The position operates in a hybrid field and office capacity: in the field, you will perform active construction monitoring and contractor oversight on an MTO corridor; in the office, you will focus on documentation, reporting, coordination, and contract administration support. The work environment is fast-paced and deadline-driven, with high accountability and strict compliance requirements aligned with MTO standards. You will interact regularly with contractors, MTO representatives, project managers, contract administrators, and other project stakeholders.
