This role supervises LYB and coordinates contract inspectors at the La Porte site supporting mechanical integrity and reliability improvement efforts. It carries responsibility for ensuring all stationary equipment mechanical integrity activities meet or exceed the requirements of local regulations, corporate inspection, engineering and maintenance standards, site inspection procedures, and the inspection workflow processes.

A Day in the Life

Assigns unit responsibilities to selected inspectors and support their efforts for routine, outage, turnaround, and program work.

Improves group performance through implementation of work process and system enhancements.

Manages performance of assigned staff utilizing both formal and informal methods.

Coaches and provides developmental opportunities for personnel within their remit.

Ensures the quality of preparation, through others, for mechanical integrity inspections for outages and turnarounds at LPO.

Coordinates with corporate personnel to ensure group alignment with LYB direction.

Ensure that inspectors are appropriately utilizing company analysis tools, developing inspection plans, coordinating inspections, evaluating inspection results, developing run/repair/replace recommendations, tracking inspection recommendations to closure and keeping all inspection data current, evergreen and completed by due date.

Oversee the use and of RBI for guiding inspections that are subject to that method.

Ensure efficient use of contract resources to complete equipment/piping inspections for routine and program efforts. Review selected inspection reports for accuracy. Initiate recommendations from the resultant findings.

Prepares annual, program, and special initiative budgets and controls to the resulting plan.

Oversees site mechanical integrity programs, including CUI/CUF/Paint. Ensures cost tracking and forecasting are completed.

Coordinate periodic dialogs with maintenance, operations, team leads, and Production Maintenance Coordinators to discuss inspection issues in their assigned areas.

Utilize inspection management systems effectively as well as the maintenance management system SAP.

Review Global Asset Integrity Standard (GAIS) for Fixed Equipment for Operational Excellence, corporate inspection and maintenance procedures, La Porte site specific procedures and standards, and ASME codes.

Ensures all potential overdue inspection deferral forms are composed and submitted before the due date when deferrals are unavoidable.

Actively participates and cooperates in auditing and benchmarking activities of the inspection program

Audits the quality and completeness of inspection data in the inspection database and inspection files

You Bring This Value

Minimum Qualifications

A minimum of 5 years of Fixed Equipment Engineering experience in the refining, petrochemical, chemical process, or 10 years of experience as a Unit Inspector.

Strong interpersonal leadership skills are critical due to the requirement for effective communication of complex issues across the organization as well as for mentoring and consensus building

The successful candidate must exhibit an understanding of business drivers, management of change requirements, reliability processes, and maintenance and inspection workflow

The successful candidate must have strong commitment to safety, a high level of personal integrity, and dedication to conducting business in an ethical way

Preferred Qualifications

BS degree in Mechanical Engineering or equivalent degree

Previous supervisory experience of owner company direct reports

Certification in API 510 and/or API 570

The individual must have or develop basic proficiency and knowledge in the following areas with the ability to develop into a subject matter expert in particular areas:

Inspection and repair standards (API, ASME, NBIC and state/local regulations)

Inspection techniques, API/CWI inspections, and evaluating inspection results per industry codes and standards

Mechanisms leading to equipment failure such as corrosion, erosion, stress corrosion cracking, fretting, etc

Fixed Equipment design and maintenance (piping, flange make-up, pressure vessels, heat exchangers, etc.)

Component failure analysis

Ability to apply computer software tools (SAP, Microsoft Office, Meridium)
