Job Summary

Under the general supervision of the Contract Manager, and in accordance with all applicable state laws and Trustees and University policies, the incumbent independently performs a wide variety of complex campus-wide contract, contract management and compliance activities.


Key Responsibilities
  • Review/execute campus-wide contracts, amendments.
  • Drafts and executes special agreements; Confer/correspond/meet with internal and external stakeholders to determine needs.
  • Prepares and develops a wide variety of complex contract documents for the campus.
  • Maintains physical and electronic contract files and records for auditing and internal control purposes. 
  • Monitors all campus contracts for compliance, and potential changes to scope, schedule, and payment terms. Reports findings and recommends actions to the Contract Manager.
  • Maintains current working knowledge of State law, CSU, and CSULB policies and procedures. Interprets and applies knowledge of applicable laws, codes, regulations and policies in contract responsibilities.
  • Track expiring agreements and coordinate renewals/extensions. 
  • Maintain and update as necessary quick reference and business process guides for contract administration.

Compensation

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

  • Hiring Range: The hiring range for this position is $4,799 (Step 1) - $5,736 (Step 10) per month commensurate with candidate's education, experience, skills, and training.
  • CSU Classification Salary Range: The CSU Classification Salary Range for this position is $4,799 (Step 1) - $6,992 (Step 20) per month.

Knowledge, Skills, and Abilities

The ideal candidate possesses a strong knowledge of, or demonstrated ability to quickly learn, a wide range of state, CSU, and University policies, practices, and formats, and effectively apply them in a contracting environment. They are adept at determining facts and communicating with authority, supported by familiarity with the California State Contracting Manual, Federal Acquisition Regulations, and Office of Management and Budget (OMB) Circulars. This individual can thoroughly review contract terms and conditions to identify potential issues or risks for the campus while preparing accurate, legally sound contract documents. They are highly organized and detail-oriented, with the ability to manage a large volume of contracts and administrative details, multitask efficiently, and meet multiple deadlines. Proficiency in an automated purchasing environment is essential, including strong skills in MS Word, Excel, Access, PowerPoint, and other LAN-based applications. The candidate demonstrates excellent business math, reporting, and analytical skills, including the ability to develop tracking reports for contract negotiations and communicate updates effectively to stakeholders. They are experienced in establishing and maintaining both physical and electronic contract records for auditing and internal control purposes. Additionally, they bring strong written and verbal communication skills, enabling effective collaboration with University staff, contractors, and clients to resolve issues efficiently. They exercise sound judgment, proactively prevent problems, and excel both independently and as part of a team.

Education and Experience

Equivalent to a bachelor's degree in a related field and two years of related experience required.
