Engineering Manager: Guidewire PolicyCenter Platform

Job summary:

Responsible for hiring, managing, and deploying resources across team(s) to enable optimal alignment of staff to business priorities. Coaches and evaluates performance and quality of work delivered by team members. Creates a motivating environment and ensures the team is constantly learning and delivering quality code. Understands tools, architecture, security, and scalability needs for assigned team(s); provides technical engineering guidance, especially with less experienced team members. Manages total cost of ownership, advocates for removal of technical debt, and supports team effectiveness. Champions agile methodology and practices. In addition, this role owns the technical delivery and ongoing health of the Guidewire PolicyCenter platform (part of Liberty Mutual’s Unified Insurance Platform), ensuring scalability, reliability, maintainability, security, and upgradeability. Partners closely with Guidewire, Architecture, Product, Security, and Tech Enablement, establishes enterprise-grade policy data governance and stewardship, and demonstrates platform ROI through data and metrics.

Responsibilities:

  • Ensures the PolicyCenter platform and adjacent ecosystem (Integration Gateway, Product Definition, Jutro Digital, internal developer platform) are enhanced and maintained to meet business needs; defines KPIs and success measures with Product Owners.
  • Understands the business domain and product vision; aligns team work with Scrum Masters, Architects, Product Owners, and stakeholders toward shared goals; maintains a unified, prioritized backlog.
  • Monitors team effectiveness and addresses issues impacting productivity; removes roadblocks and manages interdependencies.
  • Initiates and fosters partnerships with Guidewire, vendors, technology managers, and executives; aligns capabilities and roadmap to Liberty standards and cost goals; ensures external SaaS platforms meet technology, security, operational, and performance standards.
  • Manages quality of work, addresses performance issues promptly, conducts performance reviews, drives professional development (rotations, special assignments), and provides technical coaching and mentoring.
  • Hires talent and actively engages in recruiting; coordinates with vendors for consistent onboarding and transitions.
  • Leads adoption of DevSecOps and SRE practices; improves CI/CD pipelines, observability, secure-by-default guardrails, and internal tooling to accelerate delivery and reduce operational load.
  • Ensures platform scalability, reliability, performance, security, and upgrade readiness; builds solutions to measure conformance and upgradeability.
  • Owns the PolicyCenter value stream; integrates Release and Value Stream Management and establishes/tracks DORA & HPE metrics (Lead Time, Deployment Frequency, Change Failure Rate, MTTR), SLOs, and flow efficiency to drive continuous improvement and clear ROI.
  • Establishes enterprise-grade data governance and stewardship for policy data: defines canonical models and authoritative sources; enforces policies for definitions, ownership, access, retention, and classification; implements metadata, lineage, and catalog entries; sets data quality SLAs/SLOs and KPI dashboards (completeness, accuracy, timeliness, lineage); manages data contracts and schema/versioning across APIs and events; drives master/reference data practices; ensures compliant handling of PII with least-privilege access; embeds data observability and incident management.
  • Supports AI-native workflows on the platform (model evaluation, observability, safe operations) and applies AI/ML and Generative AI to improve automation, insight, and customer experience.
  • Speaks the language of APIs, infrastructure, data models, and cloud architecture; collaborates across Product, Engineering, Security, and support teams to ensure seamless integration, optimal performance, and compliance in a regulated environment.
  • Participates in developing technology vision, strategies, and operating plans for the platform; may establish financial plans and manage to budget; evaluates, selects, and implements new technologies to enhance the platform and developer experience (e.g., internal documentation, self-service environments, internal developer portal).

Day-to-Day Responsibilities:

  • Set technical direction, review designs and code, and ensure best practices in PolicyCenter configuration, integration, testing, and release.
  • Remove blockers, manage interdependencies, and align work across teams toward product goals.
  • Define platform KPIs, dashboards, and reporting to provide transparency and drive action.
  • Collaborate with Guidewire and internal Architecture to evaluate new capabilities, ensure upgradeability, and optimize cost.
  • Lead the rollout of secure-by-default patterns, automated controls, and platform guardrails.
  • Partner with Product, Engineering, and Security leadership to align infrastructure capabilities with business needs.
  • Own the PolicyCenter data domain: define canonical data models, data contracts, and authoritative sources for policy, product, rating, and underwriting data.
  • Establish and enforce data governance policies (definitions, ownership, access, retention, classification), aligned with Liberty Mutual and regulatory standards.
  • Build and operationalize data quality SLAs/SLOs and KPI dashboards (completeness, accuracy, timeliness, lineage, change failure rate for data pipelines) for Policy data.
  • Implement and maintain metadata, lineage, and catalog entries for PolicyCenter datasets; ensure upgradeability and alignment with Guidewire’s data model.
  • Partner with Enterprise Data Office, Security, and Legal to ensure compliant handling of PII and policy data (privacy, consent, auditability, least-privilege access).
  • Drive master and reference data practices for policy-related entities; reduce duplication and ambiguity through golden-source stewardship.
  • Embed data observability and incident management for data pipelines; continuously improve reliability and reduce operational load.

Qualifications
  • Knowledge of technology concepts, strategies and methodologies typically acquired through a Bachelor`s or Master`s Degree in technical or business discipline and a minimum of five years’ experience in a practice relevant domain including delivering software solutions in an agile environment.
  • 3 years in a leadership role preferred.
  • Role-Specific qualifications

    • 10+ years of software engineering experience, with 5+ years in engineering, platform, infrastructure, or developer productivity leadership.
    • Strong technical leadership, mentoring, and the ability to guide multiple agile teams toward consistent, high-quality delivery.
    • Proven success implementing AI/ML and Generative AI capabilities to drive automation, insight, and customer experience.
    • Deep experience architecting and engineering across cloud platforms (AWS, Azure), SaaS, CI/CD pipelines, and infrastructure as code.
    • Commitment to DevSecOps and SRE principles, secure coding, proactive health management, and compliance in regulated environments.
    • Hands-on experience building and scaling internal developer platforms (IDP), self-service environments, and secure service-to-service communication.
    • Data-driven decision-making using DORA metrics, SLOs, and platform adoption KPIs to drive continuous improvement.
    • Strong architectural judgment and pragmatic approach to scaling systems; excellent written and verbal communication skills.

    Highly qualified candidates will have:

    • Expert-level Guidewire PolicyCenter experience (Configuration, Integration, and Edge/Digital APIs); proven experience leading PolicyCenter implementations and upgrades or a similar experience with another SaaS platform
    • Familiarity with Kafka or managed messaging systems in real-world production use.
    • Experience with event-driven and service-oriented architectures, microservices, identity, and access control.
    • Experience managing platforms for multi-tenant SaaS applications.
    • Background with observability systems (metrics, logging, tracing) and reliability tooling.
    • Experience with developer experience tooling: internal documentation, self-service environments, and internal developer portals.
    • Preferred: Guidewire PolicyCenter ACE Certification (10.0 or higher).
    • Experience establishing data governance in regulated environments; familiarity with frameworks (e.g., DAMA, DCAM) and tools (e.g., Collibra, Alation).
    • Hands-on work with data quality and observability tools (e.g., Great Expectations, Monte Carlo, Soda) and schema registries (e.g., Confluent).
    • Deep understanding of Guidewire PolicyCenter data model and its upgrade/extension patterns; ability to align enterprise data needs with GW configurations.
    • Expertise in defining and managing API and event-based data contracts (OpenAPI/AsyncAPI, Avro/Protobuf) and secure data access (RBAC/ABAC).
    • Proven ability to operationalize data stewardship: clear ownership, auditable lineage, measurable quality, and compliant retention for policy data.
