Job description

StraCon Services Group, LLC is seeking a seasoned and highly qualified Program Manager in Port Hueneme CA, to lead our team for the Integrated Product Support Services (IPSS) program. The Program Manager will provide the overall planning, direction, and successful execution of a large-scale, complex contract supporting the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). This is a Key Position contingent upon contract award.
Functional Description:
As the Program Manager, you will be primary point of contact with the government responsible for ensuring all project goals and objectives are achieved within the specified time frame and budget, to the satisfaction of all stakeholder responsible for providing expert technical and project management leadership. Your duties will include, but are not limited to:
  • Serving as the primary interface and point of contact with Government program authorities and representatives on program/project and contract administrative issues.
  • Providing overall leadership for program planning, control, resource management, and quality control.
  • Managing contract cost, schedule, and performance to ensure all objectives are met.
  • Leading and conducting biweekly contract status meetings with the government, covering contract execution, performance risks, and mitigation strategies.
  • Overseeing risk management, including the identification, analysis, and mitigation of program risks.
  • Directing the development of Rough Order of Magnitude (ROM) estimates and managing budgeting and cost control efforts.
  • Ensuring performance monitoring and reporting requirements are met, including the submission of monthly management reports and Earned Value Management (EVM) reports.
  • Managing the preparation and transmittal of all contract deliverables and documentation.
  • Leading a diverse team of technical and administrative professionals across multiple geographic locations including: NSWC Port Hueneme, CA; San Diego, CA; Mayport, FL; Manama, Bahrain; Changi, Singapore; Sasebo, Japan, Combat System Test Sites, Self Defense Test Ship, US Naval Shipyards, US Naval Weapon Stations, Shore Sites, Depots, and Training Facilities. US Support Facilities Overseas.
You will be responsible for overall leadership of teams of Analysts, Engineers and Technicians in support of the following Systems and Platforms:

  • Fire Control System (FCS) MK 92
  • Guided Missile Launching System (GMLS)
  • Vertical Launch Systems (VLS)

  • Tactical Tomahawk Weapons Control System (TTWCS)
  • Harpoon Ship Command Launch Control System (HSCLCS)
  • Gun Fire Control System (GFCS)
  • Navy ERP
  • Model Based Product Support (MBPS)

Experience Requirements:
A minimum of seven (7) years of professional experience in program/project management, with at least five (5) years managing complex DoD/U.S. Navy contracts. Demonstrated experience managing contract cost, schedule, performance, and risk for a program of similar size and scope. Proven ability to lead multi-disciplinary teams and serve as the primary liaison with senior-level government clients (e.g., PCO, COR).
Excellent communication, leadership, and stakeholder management skills. Experience directly supporting NSWC PHD or other NAVSEA warfare centers.

  • Project Management Professional (PMP) certification.
  • Previous Navy or other military experience and training.
Education Requirements:
Master's Degree in a technical or managerial discipline.
Security Requirements:
U.S. Citizenship required.
Must be able to obtain and maintain a Secret security clearance.
