Budget and Contracts AnalystLocation: Northampton, MA
Full-Time
Salary Range: $80,000-$82,500
Position Description:
We are looking for a Contracts and Budget Analyst who can serve as a financial steward for our publicly funded programs. In this role you will manage the full lifecycle of state contracts, build and monitor program budgets, and work directly with program leaders to review financials, address variances, and translate complex funding requirements into clear guidance. You will be a go-to resource for leadership, program directors, and state agency partners alike. This is a high-impact position for someone who thrives on precision, enjoys working across teams, and wants their analytical skills to directly support the mission of a community-focused organization.
Job Responsibilities:
State Contracts Management

  • Manage the full contract lifecycle review, execution, amendments, and closeout for state-funded behavioral health and human services agreements.
  • Serve as the primary point of contact with state agencies on contract questions, audits, and reporting deadlines.
  • Interpret contract language to identify compliance obligations, flag risks early, and keep the organization ahead of requirements.
  • Ensure all invoices, reports, and deliverables are submitted accurately and on time.
Budgeting and Financial Analysis
  • Develop, maintain, and monitor program-level and organizational budgets with a focus on state-funded programs.
  • Perform variance analysis, forecasting, and trend reporting to surface insights that inform leadership decisions.
  • Work directly with program leaders to review financial performance against budget, identify and explain variances, and collaborate on corrective action plans to keep programs on track.
  • Build and maintain financial models to support program planning, contract renewals, and scenario analysis.
Compliance and Reporting
  • Maintain audit-ready records and support both internal and external audit processes.
  • Ensure compliance with GAAP, state contract regulations, and ServiceNet policies.
  • Analyze funding sources, restrictions, and allowable costs to maximize the resources available to programs.
  • Contribute to the development and strengthening of internal controls around contract and budget compliance.
  • Generate and reconcile reports from financial systems (Great Plains, Workday) to support budgeting, contract reporting, and audit readiness.
  • Support preparation and timely filing of the annual Uniform Financial Report (UFR) as required by the Commonwealth of Massachusetts for state-contracted human services providers.
Collaboration and Advisory
  • Provide financial data and projections in support of new grant and contract proposals.
  • Coach program staff on budget management fundamentals and contract compliance expectations.
  • Participate in cross-departmental initiatives that connect finance with program operations.

Qualifications:
Required

  • Bachelors degree in Accounting, Finance, Public Administration, or a related field.
  • 35 years of experience in budget management, financial analysis, or contract administration ideally in a nonprofit or government-funded environment.
  • Working knowledge of state contract structures, funding regulations, and reporting requirements for human services programs.
  • Advanced proficiency in Excel (pivot tables, VLOOKUP/INDEX-MATCH, financial modeling).
  • Strong written and verbal communication skills, with the ability to explain financial concepts to non-financial audiences.
  • Exceptional attention to detail and the ability to manage competing deadlines across multiple programs.
Preferred
  • Experience with Great Plains (Microsoft Dynamics GP) and/or Workday.
  • Familiarity with Massachusetts state agency contracting processes (e.g., EOHHS, DMH, DDS, DPH).
  • Background in non-profit, behavioral health or human services finance.
  • Experience supporting audit preparation and responding to state agency inquiries.
  • Familiarity with the Massachusetts Uniform Financial Report (UFR) filing process and requirements under 808 CMR 1.00.
