Job Description

This Subcontracts Administrator role is the operational backbone of X-energy's procurement and vendor relationships - preparing, negotiating, and administering the contracts, purchase orders, and subcontract agreements that enable America's first advanced nuclear fuel fabrication facility to source materials, services, and systems with the compliance rigor and cost discipline a DOE-regulated, NQA-1 environment demands. You'll draft and negotiate NDAs, teaming agreements, professional services agreements, and subcontracts; conduct detailed cost and price analysis per X-energy, federal (FAR/DEAR), and industry standards; maintain compliance with DCAA, CPSR, CFSR, and Prime Contract requirements; vet vendors through SAM.gov exclusion checks and approved vendor list management; and serve as the primary contracts interface between internal stakeholders (program managers, finance, engineering, quality) and the external supply base that makes TRISO fuel production possible. Job Profile Tasks/Responsibilities

  • Prepare, review, and negotiate standard contract agreements and documents, to include teaming, non-disclosure, subcontracts, Purchase Orders, and other vendor agreements.

  • Identify distinct contract requirements, provisions and terms and conditions for subcontractors and vendors.

  • Initiate documentation to authorize and direct work in accordance with contractual requirements.

  • Generate and negotiate change orders and modifications to NDAs, Teaming Agreements, Professional Services Agreements and Subcontract Agreements. Resolve issues with customers, subcontractors, vendors, and leadership as needed.

  • Prepare and disseminate information throughout the company regarding subcontract status, compliance, modification, deviation, negotiation, and termination.

  • Conduct proper due diligence for all procurement requests, including but not limited to, vetting potential vendors and subcontractors, and conducting detailed cost and price analysis in accordance with established X-energy, federal, and industry compliance standards prior to issuance of Purchase Orders, Change Orders, Subcontracts and Agreements. Maintain approved vendor list through verification that vendors are not excluded in SAM.gov.

  • Support company proposal efforts as necessary.

  • Maintain and follow X-energy and nuclear industry procurement and QA policies and procedures.

  • Ensure all procurement files are compliant with DCAA, CPSR, CFSR, and Prime Contract requirements as required.

  • Maintain all documents, reviews, awards, and contracts in an organized, detailed, and centralized filing system.

  • Uphold open lines of communication with program managers, finance, leadership, and customers as required.

  • Maintain professional demeanor and behavior at all times in all forms of communication.

  • Perform other duties as assigned by manager.

Job Profile Minimum Qualifications

  • Bachelor's degree in any field.

    • Years of relevant experience may be in lieu of a bachelor's degree.

  • U.S. Citizenship is required.

  • Level II:Typically, three years of experience insubcontracts/contractsadministration is required.

  • Some experience with federal contracts, and/or knowledge of commercial procurements.

  • Experience conducting basic negotiations.

  • Level III:Typically, five years of experience insubcontracts/contractsadministration is required.

  • Experience conducting negotiations

  • Level IV:Typically, ten years of experience insubcontracts/contractsadministration is required.

  • Experience conducting complex negotiations.

  • Understanding of federal government regulatory guidelines, as appropriate.

  • Significant experience negotiating complex construction subcontracts, preferred.

Location: Oak Ridge, TN
Work Site Expectations: 5 days onsite
Travel Expectations: Less than 10%
Hours: 8:00am-5:00pm, Mon-Fri

Compensation

As required by Maryland and other applicable state law, X Energy, LLC (X-energy) lists the expected compensation range for a publicly advertised job opportunity based upon the job requirements (e.g. education/training, experience, skill sets, etc.). Individual candidates who meet the job requirements for the posted position will be offered a salary within this range based on their respective levels of education/training, experience, and other qualifications unique to them. Salary ranges may vary based on the specific office location and region referenced in the posting to take into consideration differences in cost of living and may not be reflective of all regions. Please note that compensation ranges listed for US job postings reflect base salary only and do not include benefits or other incentives.

Offers within the posted salary range are commensurate with the individual's qualifications for the position, along with a view on internal equity, market data, and room for growth. The salary range for this position is:

Level II: $63,700 - $90K, Level III: $78K-$110K, Level IV: $100K- $140K
