Job description

General Job Description Under limited supervision, oversees and directs office staff in the performance of various functions for the department. Monitors and evaluates existing services and develops plans for improvements and future needs. Provides narrative, financial, and statistical reports as needed to the Director.

Manages all budgets, financial activities, and records of Public Works funds in accordance with generally accepted accounting principles and Horry County policies and procedures. Reports to Director. Duties for this Position Manage administrative functions to ensure smooth and efficient operations.

Participate in strategic planning and assist Director and management with daily operations. Oversee centralized operations, support services, and contract compliance. Create meeting presentations and sustain departmental development.

Provide staff training and process all personnel actions. Develop and implement department budgets and make funding recommendations. Review and interpret procurement policy for compliance; advise staff on procurement issues.

Manage internal systems, business processes, and equipment database. Oversee Heavy Equipment Replacement Program and surplus processes. Prepare financial statements, reports, credit card statements and approves invoices.

Assist with IT issues and software training. Use standard office equipment. Represent department in professional interactions.

Makes travel arrangements and prepares travel reports for the department. Reviews and approves all Public Works' credit card statements for the department. Reviews and approves employee timesheets.

Serves as lead for FEMA documentation and reporting. Coordinate department events. Perform related duties as required.

Position Minimum Requirements Understanding of governmental and fund accounting principles. Ability to supervise, evaluate, and train staff. Knowledge of county policies, procurement procedures, and regulatory compliance.

Effective communicator with public, vendors, and staff. Capable of managing budgets, reports, and financial data. Proficient in Microsoft Office and other business software applications.

Strong analytical, organizational, and problem-solving skills. Ability to work under pressure, meet deadlines, and manage multiple priorities. Additional Information Requires undergraduate degree in accounting, finance, or related field, supplemented by three (3) to five (5) years of government or fund accounting experience, or any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

Must be computer literate and proficient in Microsoft Office applications.
