WHAT YOU'LL DO

The Regional Manager will perform routine managerial work administering the daily operations and conduct inspections for the Texas Department of Agriculture's (TDA) assigned regional office. You will supervise, coordinate and participate in regulatory program inspection responsibilities and ensure the enforcement of agriculture laws and regulations for agriculture and consumer protection (ACP) in the State of Texas. You will assist the Regional Directors with establishing goals and objectives; developing schedules, priorities and standards for achieving established goals; coordinating and evaluating inspection activities, including conducting specialized/advanced inspections and case preparation activities for violations, as needed; and serving as a mentor for other inspectors. You will work under moderate supervision with limited latitude for the use of initiative and independent judgment.ย ย PRIMARY RESPONSIBILITIES

Manage the day-to-day activities of the regulatory program inspectors assigned to a TDA regional office, including personnel management functions, performance appraisals, timesheet & travel approval, work and territory assignments and ensuring compliance with agency policies and practices including performance appraisals prepared in accordance with TDA policy and remain current.

Supervise and oversee all aspects of regional regulatory program inspection and complaint activities, ensuring the inspections and complaints are conducted in a timely, thorough, accurate, consistent and ethical manner as well as support inspection activities.

Assist the Regional Director with managing and overseeing the activities of the assigned TDA regional office, including budget activities; approve budget expenditures for vehicle and equipment repair, as well as for spot purchases for supplies and equipment as well as budgeting for and controlling expenses, assignments and monitoring of agency equipment and assuring compliance with agency policies and procedures.

Develop and implement management and productivity reports and studies for tracking regional activities to ensure consistency with agency goals.ย  Ensure reports are reviewed and discussed with Regional Director on a regular basis and perform technical review of inspections to analyze performance and/or training needs.

Manage all aspects of training of inspectors in all inspection types, including specialized, advanced, and technical inspections administered by TDA in achieving agency goals. Ensure the Regional Director is kept informed of all issues relating to inspector training, mentoring, certification, and quality assurance.

Conduct, plan or attend meetings and technical training sessions and disseminate related information pertaining to agriculture and consumer protection.

Follow all TDA policies and procedures.

Perform other duties as assigned.

QUALIFICATIONS/REQUIREMENTS FOR THE POSITIONย  (The application must state how each of the following qualifications are met - resumes do not take the place of the required state of Texas application which must be completed in CAPPS or WIT.)

Bachelor's degree (One year of work experience related to the primary responsibilities may substitute for one year of college.)

Five (5) years' extensive experience performing complex agricultural inspections and investigations.

Experience serving in a lead, coordinator, senior, or related role.

Valid Texas driver's license and an acceptable driving record.

PREFERRED

Work experience developing/preparing training/educational materials, policies and proceduresย orย experience in training, teaching, or presenting information in a group setting.

Work experience preparing operating budgets.

KNOWLEDGE, SKILLS & ABILITIES

Extensive knowledge of TDA pesticide programs, inspection procedures and enforcement of laws and regulations applicable to regulatory programs; of agency policies and procedures for programs administered by the agency; of and expertise in applicable laws and regulations.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; the use of a computer and applicable software; and in providing customer service excellence to both internal and external customers.

Ability to manage department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively, orally and in writing; to supervise the work of others; to train others on regulatory programs laws and regulations; to exercise sound judgment; and to maintain the highest level of confidentiality.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment, mostly sedentary in nature. May involve walking; standing for prolonged periods of time; pulling and pushing; climbing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds. May involve travel, occasionally overnight; working alternate/extended work schedules to include evenings and weekends and/or alternate locations; and working in the field for extended periods of time and enduring adverse conditions, as needed. May involve travel (up to 50%), occasionally overnight.

TELEWORK & WORK HOURS

The agency does not offer telework. TDA employees are required to be physically present for work.

The agency's core business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday. TDA also provides limited customer service between 6:00-8:00 a.m. and 5:00-6:00 p.m.
