Job SummaryThis position is responsible for leading the Medicaid Strategy team and driving strategic initiatives that support Medicaid growth, operational excellence, and enterprise priorities. As a key leader within the organization, this role oversees Medicaid RFP strategy and execution, identifies opportunities to improve performance and reduce costs, and partners with senior leaders to translate market intelligence, business insights, and regulatory changes into actionable strategies that drive business results.
The Manager will lead a team of strategy professionals, including Business Consultants and Senior Business Consultants, providing direction, coaching, and development while fostering a culture of curiosity, collaboration, and innovative problem-solving. This role serves as a trusted advisor to divisional leadership, guiding strategic planning efforts, establishing measurable goals and success metrics, and ensuring alignment across enterprise and matrixed partners.
Key responsibilities include leading Medicaid RFP content strategy and submission efforts, evaluating opportunities through data-driven analysis, developing business cases and strategic recommendations, supporting executive-level decision-making, and preparing leadership for evolving state and federal requirements. The Manager will partner across clinical, operational, financial, and technology functions to identify value-driving initiatives, assess business impacts, and execute strategies that improve organizational performance and competitive positioning.
The ideal candidate brings a strong background in strategy, healthcare consulting, managed care, or health insurance, with demonstrated experience influencing senior leaders, leading cross-functional initiatives, and transforming complex information into clear, actionable recommendations. Experience with Medicaid programs, RFP procurement, strategic planning, analytics, and executive communications is highly preferred.

Required Job Qualifications:

  • Bachelor degree and 5+ years experience in health care, health insurance, or strategic consulting environment.

  • Experience with strategic planning, strategy development, analytics and research.

  • Experience with Retail Markets.

  • Experience with Medicaid.

  • Experience leading and mentoring staff.

  • Clear and concise verbal and written communication skills.

  • Experience with interacting successfully with senior management and staff across multiple departments.

Preferred Job Qualifications:

  • Background in administration of contracts for State and Federal Government.

  • Experience managing vendor relationships.

  • Medicaid RFP experience.

  • Understanding of state/federal Medicaid regulations.

  • Data fluency across utilization, financial and quality metrics to guide decision-making.

  • Effective project management skills to accommodate a diversified workload.

  • Experience in strategic consulting or strategy functions, with a proven ability to evaluate complex business challenges and translate insights into actionable recommendations.

  • Location: Strong preference for this position to be based in Chicago, IL. Would also be open to Richardson, TX.

  • Schedule: This is a Flex (Hybrid) role: 3 days in office; 2 days remote.
