Duties and Accountabilities
There are eight potential positions across eight teams, including two positions in the Pension and Endowments Department (PENIN, PENMO teams), one in the Capital Markets Department (CMDMS team), one in the Asset Management Department (TREIL), three in the Treasury Operations Department (TREAL, TREBK, and TREQA teams), and one in the Treasury Risk, Compliance, and Controls Team (TRERC). Each Junior Analyst (ET Consultant) works on a different team. The position will have responsibilities for specific individual tasks/projects in one of Treasury's departments and teams, and, depending on interest and skills, will perform some or all the following (non-exhaustive list, subject to business requirements):
Pension and Endowments Department (PEN)
The Pension and Endowments Department (PEN) is responsible for the financial management and administration of the World Bank Group's funded benefit plans (the 'Plans'), including the retirement scheme - the Staff Retirement Plan, the retiree medical and life insurance programs - the Retired Staff Benefits Plan, and other ancillary benefits. Under the oversight of two governing bodies, the Pension Finance Committee (PFC) and the Pension Benefits Administration Committee (PBAC), PEN oversees investment management and benefits administration. The Plans funding comes from: contributions from staff, contributions from the WBG, and the assets and returns from the Plans portfolios. There are currently more than 28,000 participants (17,000 active and 11,000 retirees) covered by the Plans. The financial management includes asset management responsibilities and actuarial support. PEN manages about 40 billion US dollars invested across a range of asset classes, from fixed income to public equities to private equity, real assets, credit strategies, and absolute return strategies.Â
Pension Investments (PENIN)
The team is responsible for the investment management of the financial assets of the Plans across the various investment strategies. The assets of the Plans are invested through external managers, and the role of the PENIN team is to (among others): develop the overall investment strategy of the Plans; manage the implementation of the strategy across different asset classes; manage, assess, and monitor the external managers in different investment areas; implement the risk management framework and the ALM framework approved by the PFC; and oversee the implementation of the Environmental, Social and Governance (ESG) integration policy.
Working under the direction of the PENIN supervisor, the Junior Analyst will be exposed to one or more of the following activities related to the integration of ESG factors into the investment process undertaken by PENIN:Â
Assist in internal and external communications, including outreach and stakeholder engagement;
Support writing, editing, and reviewing of reports, presentations, publications, and other content creation output;
Help organize and maintain the web content on external and internal websites and databases;
Support relationship management with internal and external stakeholders and counterparties;Â
Support hosting of events, workshops, webinars, and missions provided to current and prospective clients;
Assist in outreach activities by helping to enhance communication, marketing, and branding;Â
Edit documents, emails, PowerPoints, and other files for accuracy, clarity, and consistency with World Bank and TRE/PEN style and protocols;
Support the development of business strategy, development, and outreach to prospective clients for RAMP and PEN;
Analyze market data to provide input on research; and
Other assignments and projects as they arise.
Pension Middle Office (PENMO)
The Pension Middle Office team (PENMO) under PEN is responsible for providing a full range of functions supporting these investment activities, including the following: i) pension performance and attribution reporting, ii) pension financial reporting, iii) operational activities (such as tax reclaim, ESG reporting, internal trading, vendor monitoring etc.) support, iv) monitoring asset class exposures, v) private investments (private equity, private real estate, hedge fund) administration, vi) all investment asset pricing and valuation, vii) capacity building for RAMP clients. PENMO staff are co-located in both the Washington, DC, headquarters and Chennai, India. Staff regularly interacts and coordinates with internal (Investment team, legal, HR) and external (managers, auditors, custodians, brokers, etc.) teams. PENMO is currently focused on efficiency and automation to minimize operational risk. The team uses various tools, including Microsoft Business Intelligence interactive dashboard, Oracle database, Python, Macro, Power Query, and Power Automate, to enhance productivity.Â
Working under the direction of the PENMO supervisor, the Junior Analyst will:Â
Work with different process owners to update the process manual and highlight key controls;Â
Work with the Financial Reporting team in providing inputs to the Financial statement preparation, Audit coordination, and/or Valuation/pricing review;
Work with the operation team on tax reclaims, compliance, Monitoring of fees, SOC 1 reviews, proxy voting administration, settlement of trades, Cash reconciliations, Custodian reconciliation, Corporate Actions;Â
Work with the Performance Reporting team to review the UNPRI annual assessment report and perform gap analysis, data quality, and performance analysis, providing inputs to the annual report, creating a golden copy of cash flows (across all public asset classes and Hedge Funds) to help augment in-house database; andÂ
Complete other assignments and projects as they arise.Â
Capital Markets Department
The Capital Markets Department is responsible for issuing World Bank Group bonds in the capital markets to finance projects in World Bank Group member countries. Treasury borrows over 60 billion annually, issued in over 70 currencies, and oversees asset and liability management for IBRD and IDA, with over 150 billion AUM. Treasury also works with clients on risk management transactions and contributes to the World Bank Group's development through innovative financing, risk management solutions, green bonds, and disaster risk management tools like catastrophe bonds.
Market Solutions & Structured Finance (CMDMS)
In addition to supporting IBRD's general sustainable development activities, World Bank (IBRD) outcome bonds provide investors with the opportunity to support specific development projects and outcomes. These outcome bonds harness private capital and transfer project performance risk to investors, who are rewarded if the underlying activities are successful.
Working under the direction of the CMDMS supervisor, the Junior Analyst will:Â
Collaborate with team members in the development of financial structures and products that support IBRD and IDA clients;
Assist in analytical work underpinning the design and delivery of market-based solutions, in collaboration with TRE units as needed;
Maintain and update financial models that can be used to price credit/market risk and anchor the creation of funding and hedging solutions for clients and related stakeholders;Â
Provide analytical and administrative support to disaster risk mitigation engagements, capital raising strategies, local currency intermediation, trade finance initiatives, hedging activities, etc., where the team is deployed;Â Â
Consolidate reporting of team activity for the weekly Treasury Dashboard and other ad hoc;Â
Conduct analytical and financial market research, as needed;
Update and customize presentations with team members that illustrate product proposals and support discussion;Â
Assist in preparation for workshops that involve team member expertise;
Produce summaries of relevant meetings with clients, official stakeholders, and financial partners; andÂ
Draft briefings for use in meetings with clients and partners.
Asset Management Department (TREIM)
The WBG Asset Management Department (TREIM) consists of five teams, among them, the Liquid Assets Management (TREIL).
Liquid Assets Management (TREIL)
The team is responsible for managing the World Bank Group's funds raised to support the institution's lending and development activities. The team safeguards the financial strength and stability of the World Bank Group by investing in highly rated, high-quality assets that help underpin its AAA credit rating. TREIL's primary objectives are to preserve capital and maintain sufficient liquidity to meet the World Bank Group's financial obligations at all times. By managing a diversified portfolio of high-grade investments, the team ensures that funds are readily available to support the WBG payment obligation, particularly during periods of market stress when access to capital markets may be constrained. In addition to ensuring safety and liquidity, TREIL seeks to earn prudent risk-adjusted returns that contribute to the World Bank Group's net income.Â
Working under the direction of the CMIIL supervisor, the Junior Analyst will:Â
Monitor multi-currency portfolio cash flows, ensuring liquidity is actively managed for disbursements, rebalancing, issuance, debt service, and repayments;Â
Invest liquidity in money market instruments (deposits, CDs, CPs, bills) within compliance guidelines;Â
Execute FX transactions (spot, forwards) for corporate flows;

Treasury Operations Department (TREOP)
The Treasury Operations Department supports all transaction activity across both sides of the balance sheet for IBRD and IDA, as well as all asset management transactions for client entities. The unit collaborates with other teams within and outside Treasury to enable trading in new markets, currencies, and products and implements new clients. Managing relationships with market counterparts, custodians, agents, and technology vendors, the unit leverages its knowledge and expertise to build capacity amongst clients. In addition, TREOP acts as the bank for the World Bank Group by supporting business units with payments, receipts, foreign exchange, and cash management needs. It establishes and manages all bank account relationships, routing details, and settlement instructions. It is also responsible for the reconciliation, investigations, and cash accounting for the World Bank's cash flows-totaling over 7 trillion yearly.
Asset and Liability Operations (TREAL)
TREAL supports all transaction activity across both sides of the balance sheet for IBRD and IDA, as well as all asset management transactions for nearly 70 client entities in domestic and international markets.
