JOB SUMMARY:
The Inspector oversees, inspects, and monitors the work of contractors to ensure quality control and contract compliance for roadway, structure, and/or bridge construction projects of routine to moderate complexity, under the direction of a Construction Manager or designee.
DUTIES / RESPONSIBILITIES:
  • The role will serve various SCDOT and Horry County Projects.
  • Oversee, inspect, and monitor contractual field work which includes excavations, drainage facilities, road surfaces, and structures.
  • Schedule work and inspection phases.
  • Advise clients of violations and recommends adjustments to operations.
  • Take field measurements of pay items.
  • Check placement of and perform tests on construction materials. Check lines, grades, dimensions, and elevations using standard survey and field engineering equipment.
  • Oversee and enforce the installation of erosion/siltation controls and safety devices.
  • Recommend changes to construction plans to meet field conditions or provide project cost savings.
  • Maintain project records which include daily diaries, materials notebooks, as-built plans, and pay quantity records.
  • Evaluate and monitor progress schedules, prepare work orders, and monthly estimates.
  • Monitor Equal Employment Opportunity/Disadvantaged Business Enterprise (DBE) documentation and compliance with Federal labor requirements/regulations for Federal-aid construction projects, ensuring contractor compliance with program requirements.
  • Inspect and monitor construction sites to ensure adherence to safety standards, building codes, or specifications. Apply mathematical formulas and engineering principles to determine minor adjustments to construction plans.
  • Perform required materials testing.
  • Communicate effectively with client and personnel and the general public.
  • Train, direct, or supervise other construction inspectors.
  • Perform other duties, as requested.

REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE:
  1. High School Diploma or equivalent.
  2. 5-10 years' of experience and strong working knowledge of roadway, structure, and/or bridge construction methods, materials, standards, construction symbols and terminology.
  3. Knowledge of state and federal environmental, safety, and Equal Employment Opportunity guidelines and regulations.
  4. Knowledge of mathematics including algebra, geometry, and trigonometry.
    Ability to operate field inspection equipment.
  5. Proficient in MS Word, Excel, Outlook, and PowerPoint.
  6. Demonstrated excellent organizational, planning, and communications skills.
  7. Detail-oriented, analytical, and able to work on multiple assignments.
  8. Ability to work both on a team and independently, take initiative, and meet deadlines.

STRONGLY PREFERRED
  • Active SCDOT Certification in any/all the following: asphalt, earthwork, and concrete.
  • Certifications in these other disciplines are a plus: Soil and Aggregate Field Compaction, Hydraulic Cement Concrete Field, Pavement Marking, Flagger Certification.
