Responsibilities:

  • Identify prospective clients and opportunities within both the INDOT and LPA experience across Indiana, and support business development.
  • Contribute to the development of responses for Requests for Proposals across a range of potential clients.
  • Support the formation and management of teams comprising qualified engineers and technicians engaged in inspection, administration, and documentation for infrastructure projects from pre-bid meetings through contract close-out.
  • Facilitate the establishment of collaborative relationships with other consulting firms to pursue prospective projects.
  • Assist in identifying and securing preferred and required INDOT consultant pre-qualifications for construction oversight activities.
  • Administer and coordinate multiple highway and bridge rehabilitation and reconstruction projects.
  • Ensure that completed contractor work complies with all contract documents for each project.
  • Schedule and lead all necessary project meetings, including progress meetings, HMA and concrete pre-production meetings, and public forums; distribute meeting minutes as appropriate.
  • Supervise the preparation of project pay estimates, contract modifications, work orders, and related documentation.
  • Review deliverables generated by the project oversight team both in the office and in the field to ensure document quality and compliance.
  • Provide technical leadership for complex or specialized assignments.
  • Offer guidance and training to inspection staff.
  • Interpret detailed contract documents and apply this knowledge to address unforeseen project issues effectively.
  • Monitor assigned staff activities to ensure alignment with contractual requirements.
  • Communicate clearly and professionally with staff, local agencies, and the general public.
  • Report project status and issues to clients, presenting practical solutions.
  • Review and draft responses to contractor correspondence and claims as needed.
  • Track project budgets and promptly communicate any concerns to the client to initiate corrective actions.
  • Manage internal contract budgets for project services.

Qualifications:

  • Bachelor's degree in civil engineering or construction management.
  • A PE License in Indiana is preferred.
  • At least 10 years of INDOT or heavy highway/bridge construction experience, including work as a Project Engineer or Assistant Project Engineer.
  • Expertise in transportation engineering from design to final construction, project management skills for various project types, and the ability to develop solutions and maintain partnerships.
  • Strong conflict resolution, leadership, and teamwork abilities are important.
  • Effective communication with staff, agencies, and the public is required; candidates must clearly report project status and propose solutions.
  • Experience with INDOT or municipal projects is preferred.
