Job description

Construction Specialist – Municipal amp; Water/Wastewater

We are actively seeking a Construction Specialist in our Allentown, PA office to support our growing infrastructure services. As a Construction Specialist with HRG, you will contribute to the successful delivery of municipal, water, and wastewater infrastructure projects from pre-construction through close-out. You will work closely with project managers, designers, contractors, and municipal clients to ensure projects are executed in alignment with contract documents, regulatory requirements, and quality standards.

Key Responsibilities:
  • Support construction administration activities for municipal, water, and wastewater infrastructure projects
  • Review construction documents, plans, specifications, and contractor submittals for compliance with project requirements
  • Track project progress, quantities, and maintain accurate documentation including daily reports and as-built records
  • Evaluate and process change orders, payment applications, and field directives to ensure accurate contract administration
  • Observe and document construction activities to verify compliance with plans, specifications, and safety requirements
  • Coordinate inspections, punch lists, and project closeout activities with contractors, municipalities, and internal teams
  • Conduct site visits and field investigations to support issue resolution and maintain design intent during construction
  • Serve as a liaison between clients, contractors, municipalities, and internal project teams
  • Municipal Focused Projects
    • Support construction of roadway, stormwater, and municipal infrastructure projects
    • Review plans for compliance with municipal codes, zoning requirements, and regulatory standards
    • Coordinate with municipalities and regulatory agencies to facilitate approvals and inspections
  • Water amp; Wastewater Focused Projects
    • Support construction of water distribution, wastewater collection, and treatment infrastructure
    • Inspect installation of pipelines, pump stations, and related systems to ensure compliance with contract documents
    • Support environmental compliance and permitting requirements throughout construction execution
Requirements:
  • High school diploma or GED required; associate or bachelor’s degree in a related field preferred
  • 10+ years of experience in civil construction, construction administration, or related field
  • Strong ability to read, interpret, and apply construction drawings, specifications, and contract documents
  • Experience reviewing submittals, change orders, and payment applications
  • Familiarity with municipal ordinances, zoning regulations, and PennDOT standards preferred
  • Experience with water and wastewater systems and infrastructure strongly preferred
  • Experience with AutoCAD Civil 3D or similar software is a plus
  • NICET, SEO, Construction Documents Technologist (CDT), or related certifications are beneficial but not required
  • Strong communication, organization, and problem-solving skills with attention to detail
  • Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
  • Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
  • Valid US Driver’s License is required
  • Legal authorization to work in the U.S.
