Position Overview:
Under the direction of the Vice President of Transportation, Safety and Security, Executive Leadership, and Building Principals, the School Constable serves as a highly visible safety and security presence responsible for helping maintain a safe, secure, and orderly learning environment for students, staff, families, and visitors throughout the school campus. The School Constable works collaboratively with school leadership, local law enforcement, emergency responders, and community partners to support comprehensive school safety and security efforts.

The School Constable is responsible for monitoring school grounds and facilities, assisting with emergency preparedness and response, supporting the implementation of school safety plans, investigating and responding to safety concerns, and helping to de-escalate conflicts and disruptive situations. The Constable serves as a resource to administrators regarding school security, threat assessment, crisis response, emergency management, and safety compliance while maintaining positive relationships with students, staff, and families.

As an armed safety professional, the School Constable is responsible for maintaining the highest standards of professionalism, judgment, and weapon safety. The Constable must ensure that all firearms and related equipment are carried, secured, maintained, and utilized in accordance with all applicable federal and state laws, Delaware Constable regulations, Board of Examiners requirements, school policies, and established safety protocols. Firearms shall remain under the direct control of the Constable at all times and be safeguarded from unauthorized access.

The School Constable is expected to exercise sound judgment, professionalism, and discretion while balancing security responsibilities with the educational mission of the school. The position requires the ability to build positive relationships with students and staff, respond effectively during emergencies, proactively identify and mitigate safety risks, and contribute to a positive school climate while ensuring compliance with all safety and security regulations.

The School Constable serves as a key member of the School's safety and security team and is responsible for supporting campus-wide safety operations, emergency planning, security assessments, regulatory compliance, and the protection of students, staff, visitors, and property.


Minimum Qualifications:

  • Minimum 10 years of experience in a local, state or federal law enforcement agency preferred.
  • State of Delaware Constable Certification or eligibility for Delaware Constable Certification.
  • Successfully pass criminal background check and MMPI (Minnesota Multiphasic Personality Inventory).
  • Successfully obtain yearly Constable License from the State of Delaware.
  • Successfully obtain Constable Training Certification from the State of Delaware.
  • Successfully obtain a license to carry a firearm from the State of Delaware for a Constable.
  • Successfully complete any additional training or education as needed.
  • Successfully qualify Firearms Certification for three qualifying shoots per year.
  • Constables for the remainder of their term shall meet all requirements related to firearms training and all requirements related to any additional training.
  • The Board of Examiners may require commissioned constables to receive such additional training or education as it deems necessary.
  • Be Approved by the Board of Examiners, a constable applicant shall meet the minimum standards established by the Board and shall participate in such other training as the Board requires.
  • Has separated in good standing from the law enforcement agency.
  • Possesses the physical stamina required for patrolling school campus/district properties.
  • Possesses or is willing to obtain first aid and CPR certificates.
  • Has demonstrated evidence of good habits in job attendance and punctuality.
  • Clean Criminal Background Check, TB Test and Child Protection Registry. Clearance must be completed prior to starting employment.

  • Demonstrated commitment to firearms safety, sound judgment, and adherence to all applicable laws, regulations, certification requirements, and professional standards governing armed constables in educational settings.


Essential Duties and Responsibilities:

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other duties may be assigned as deemed appropriate.

  • Follows directives of the Vice President of Transportation, Safety and Security, Executive Leadership Team, and Building Principals.
  • Partners with district and building administrators in the implementation and maintenance of comprehensive school safety and emergency response plans and assists during crisis situations and emergency incidents.
  • Supports the planning, implementation, and evaluation of required school safety drills, including fire drills, lockdown drills, evacuation drills, and other emergency preparedness activities.
  • Monitors the interior and exterior of school buildings and campus facilities before, during, and after school to ensure the safety and welfare of students, staff, volunteers, and visitors and to protect school property and assets.
  • Conducts routine security checks and is responsible for validating that exterior doors, access points, and security systems remain secure throughout the school day.
  • Provides supervision and crowd management in hallways, parking lots, cafeterias, playgrounds, athletic venues, and other gathering spaces.
  • Observes for disturbances, fights, unauthorized visitors, safety concerns, and criminal activity; assesses risk and intervenes as appropriate to de-escalate situations, prevent harm, and restore order.
  • Assists building administrators with student incidents, including but not limited to bullying, fighting, theft, weapons violations, substance abuse concerns, and other safety-related matters.
  • Provides support and consultation to administrators regarding investigations involving safety, security, student misconduct, or potential threats.
  • Conducts preliminary assessments of threats against students, staff, visitors, facilities, or school operations and communicates findings to appropriate administrators and law enforcement agencies when necessary.
  • Maintains familiarity with the Student Code of Conduct, Board policies, and applicable state and federal laws related to school safety and security.
  • Communicates effectively with students, staff, families, and visitors regarding safety expectations and assists in reinforcing positive behavior and a safe school climate.
  • Serves as a liaison between the School and local, state, and federal law enforcement agencies, emergency responders, and community safety partners.
  • Assists School Resource Officers (SROs), law enforcement agencies, emergency personnel, and first responders as needed.
  • Escorts unauthorized individuals from school property when necessary and in accordance with established procedures.
  • Supports the Transportation Department regarding bus safety concerns, investigations, training initiatives, and student transportation incidents.
  • Maintains and manages campus safety and communication platforms, including Navigate360, RAVE, and other district-approved emergency management systems.
  • Monitors security camera systems and other security technology to proactively identify and respond to safety concerns.
  • Assists with communications and coordination efforts involving law enforcement agencies, emergency management personnel, and community safety partners.
  • Monitors compliance with Delaware Constable Standards of Practice, Board of Examiners requirements, Delaware statutes, district policies, training requirements, certifications, records management, and reporting obligations.
  • Provides information and recommendations to district and building administrators regarding school safety practices, emerging safety concerns, compliance requirements, and opportunities for program improvement.
  • Participates on district, school, and community committees related to school safety, security, emergency preparedness, and threat assessment.
  • Supports the ongoing evaluation and continuous improvement of the School Constable program through data collection, analysis, and review of safety-related outcomes.
  • Establishes and maintains positive working relationships with administrators, staff, students, families, constables, law enforcement agencies, and community partners.
  • Assists with the onboarding, mentoring, and training of newly hired constables and supports ongoing professional development initiatives.
  • Maintains all required certifications, licenses, qualifications, and annual training requirements, including firearms qualifications and safety training.
  • Attends ongoing training and professional development to maintain and enhance safety, security, crisis response, and de-escalation skills.
  • Performs other duties as assigned by the Vice President of Transportation, Safety and Security, Executive Leadership Team, or Building Principals.

Firearms Safety and Accountability

  • Maintain possession, control, and security of all authorized firearms and related equipment at all times while on duty.
  • Ensure firearms are carried, stored, transported, and utilized in strict compliance with all applicable federal and state laws, Delaware Board of Examiners requirements, Constable Standards of Practice, school policies, and district safety procedures.
  • Exercise sound judgment and adhere to all firearms safety protocols to prevent unauthorized access by students, staff, visitors, or other individuals.
  • Except when required for lawful performance of duties, training, inspection, maintenance, or as otherwise authorized by policy, the firearm shall remain secured in an approved retention holster and under the direct control of the constable at all times.
  • Immediately report any loss, theft, discharge, damage, safety concern, or breach involving a firearm or related equipment to the Lead Constable and appropriate administrators.
  • Participate in all required firearms qualifications, safety training, inspections, and recertification activities and maintain documentation required by law and district policy.
  • Demonstrate professional conduct and consistently model safe firearm handling practices while serving in a school environment.
