  • You will ensure that COMSEC-related publications on hand in the COMSEC (Communication Security) Library are the most recent publications.
  • You will ensure that COMSEC material shipped outside of the command is properly packaged and shipped via an authorized method outlined in the EKMS (Electronic Key Management System) series.
  • You will ensure appointment and authorization letters for Local Elements and their custodians are up to date, especially as they leave their command permanently.
  • You will distribute COMSEC material on local custody form(s) after verifying that the recipient is authorized and appointed in writing by their Commanding Officer to receive and hold COMSEC material.
  • You will maintain and active accounting of 450-500 secure wire line and mobile telephone units.
  • You will assist in providing operator training to all holders and users of secure telephones and associated secure devices.

  • This is a Cyberspace Workforce position, work role code COMSEC Manager, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This is a Cyberspace Workforce position, work role code Technical Support Specialist, level Basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to complete and successfully pass the Key Management Course of Instruction (COI).
  • You must be certified for and proficient in new Phases of KMI/EKMS as they become available (i.e., system changes and KMI/EKMS rules and regulation changes for those Phases).
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing communications security duties by maintaining records, safeguarding materials, conducting inventories, and following established procedures.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09:
  • Successful completion of a Master's or equivalent graduate degree; -OR-
  • Successful completion of 2 full years of progressively higher level graduate education leading to such a degree; -OR-
  • Successful completion of LL.B. or J.D., if related to the position being filled; -OR-
  • A combination of experience and graduate education as described above that equates to one year of experience.
