Job Summary:
The North Carolina Department of Agriculture and Consumer Services is seeking an Enterprise Programmer Analyst to perform complex business systems analysis and programming. This role involves leading the development of enterprise application frameworks and solutions, while mentoring subordinate staff and collaborating with various departments.
Responsibilities:
• Perform complex and advanced business systems analysis, database and application architecture, and programming.
• Assume a leadership role in architecting and developing enterprise application frameworks and solutions for departments.
• Act as the Lead Architect who mentors subordinate staff with technical blueprinting and software initiatives.
• Architect business solutions that deliver value to customers, taking into consideration project budget, scalability, business continuity, standard practices, licensing, county policies, cross-department regulations, and potential impacts to countywide infrastructure.
• Engineer software frameworks and practices that take into consideration multi-department requirements, security, and data recovery.
• Develop specialized solutions that enhance data sharing across departments; promoting collaborative infrastructure and providing geographic context for countywide strategic initiatives and decision-making.
• Provide subject matter expertise when collaborating with technical and business personnel across all departments in the maintenance and support of hardware and software, along with the interactivity and interfaces between those businesses and applications.
Qualifications:
Required:
• Four (4) years of full-time equivalent experience working in a software development environment, performing business systems analysis, architecting, and project planning for the purpose of developing business applications.
• Qualifying experience must include three (3) or more of the following primary development languages, frameworks, and tools: .Net/.Net Core, ASP/ASP.Net, HTML5, C#, JavaScript/JQuery/Angular/React, Azure, Power Platform, SQL Server, Oracle PL/SQL, Structured Query Reporter (SQR), PeopleCode, Python, Team Foundation Server (TFS), DevOps, GitHub.
• Must include a minimum of two (2) years working as a project leader for large-scale application development projects.
• Experience must also include the use of a systems development methodology (Agile/Waterfall methodologies).
• Sixty (60) semester (90 quarter) units of completed college-level courses in programming, computer science, software engineering, or a related field.
• One (1) additional year of qualifying work experience may substitute for the education requirement.
Preferred:
• A bachelor's degree in programming, computer science, software engineering, information systems, or a closely related field is preferred.
• Candidates with experience working with large information technology infrastructures are strongly encouraged to apply.
