Performs professional engineering work involving the design, review, and oversight of various construction and development projects for the Coastal Zone Management Section of the Transportation Engineering Division to ensure compliance with all applicable laws and standards.
Essential Functions
โ€ข Provides direction, guidance and assistance to contractors and work crews; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with contractors and work crews, assists with complex/problem situations, and provides technical expertise.
โ€ข Interprets, explains, and ensures engineering compliance with applicable codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures, as well as approved construction plans; research codes, engineering standards, technical manuals, or other resources as needed; initiates any actions necessary to correct deviations or violations.
โ€ข Consults with division management or other officials to review status of division projects, review/resolve problems, receive advice/direction, and provide recommendations.
โ€ข Prepares design and construction documents pertaining to division projects; prepares plans, designs, specifications, and cost estimates.
โ€ข Reviews site development plans, construction/engineering plans, permit applications, and specifications to ensure compliance with applicable codes, ordinances, and engineering standards; reviews engineering studies, engineering reports, and cost estimates; reviews changes to construction plans; provides recommendations and comments on development plans.
โ€ข Designs/develops architectural drawings, engineering plans, and specifications associated with proposed projects; defines design needs; determines design solutions; produces designs using computer-aided design (CAD) software and drafting instruments; reviews design for compliance with applicable laws, codes, and standards; maintains computer models and provides modeling data to consultants.
โ€ข Coordinates or performs project management; prepares, reviews, and monitors project schedules and budgets; monitors construction and maintenance contracts/agreements.
โ€ข Plans and manages the preparation of construction projects and environmental compliance projects, including coordination of procurement activities, funding and grant coordination, advisory board coordination, and preparation of action items and associated documents for Board of County Commissioner approvals.
โ€ข Performs site visits, field inspections, or land surveys of projects and developments; inspects projects to ensure compliance with approved plans and specifications; conducts inspections or collects data at sites; performs surveys to collect data; sets elevation; takes photographs and measurements of field conditions; resolves problems at site.
โ€ข Performs engineering analysis and prepares engineering reports; evaluates problems and recommends solutions.
โ€ข Conducts engineering work relating to engineering plan review; reviews and approves infrastructure, excavations, and other sitework improvements; reviews site development plans for commercial, multi-family residential, and industrial infrastructure; reviews construction plans and plats for subdivisions of land; reviews and approves applications for commercial, development, and private excavation permits; reviews engineering aspects of conditional use permits and rezoning applications; reviews construction plans and land use petitions for water management, engineering, and utility concerns.
โ€ข Conducts engineering tasks relating to stormwater management; reviews development plans prepared by consulting engineers for impact on County stormwater facilities and assesses the need for additional drainage easements; conducts site visits to verify existing drainage conditions and evaluate possible impacts on stormwater system; assists with investigations of non-compliance stormwater systems and provides findings and possible solutions; maintains and updates computer inventory records of the County's stormwater management system.
โ€ข Provides technical advice, information, and assistance concerning engineering issues, project management issues, design/construction activities, and other issues to contractors, consultants, County staff, public agencies, or others; responds to questions or complaints; assists in resolving engineering problems, project development issues, or conflicts involving project participants; recommends solutions to problems.
โ€ข Reviews and amends existing codes/ordinances relating to area of assignment, forwards recommendations to division management.
โ€ข Prepares technical engineering reports, studies, bid specifications, or other documents; provides reports or data to division management, consultants, outside agencies or others as appropriate.
โ€ข Coordinates work activities with those of other divisions/departments, contractors, consultants, outside agencies, or others as needed.
โ€ข Responds to questions and complaints related to division projects; provides information and assistance related to division activities, data, procedures, documentation, or other issues; responds to routine questions, research questions/complaints, and initiates problem resolution.
โ€ข Provides budgetary estimates and input.

Minimum Qualifications
โ€ข Bachelor's degree in Engineering required.
โ€ข Five (5) years of related experience.
โ€ข Fingerprinting Required.
โ€ข Must possess and maintain a valid State of Florida Professional Engineer (P.E.) license or obtain one within six (6) months of hire.
โ€ข May possess PE from another state but must obtain a Florida Professional Engineer license within 12 months from the date of hire.
โ€ข May require possession and maintenance of a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
