Job Summary:
NEOGOV is a company focused on Geographic Information Systems, and they are seeking a GIS Programmer Analyst II. This role involves designing, developing, implementing, and maintaining applications and tools that utilize geospatial data to provide location-based insights and solutions.
Responsibilities:
โ€ข Develop and maintain custom web, mobile, and desktop applications and tools using various programming languages (Python, JavaScript, C#, etc.).
โ€ข Manage, organize, and integrate diverse spatial and non-spatial data into enterprise databases (MS SQL Server).
โ€ข Create geoprocessing tools to uncover patterns trends, and relationships in data to provide insights for decision making.
โ€ข Integrate GIS applications with other enterprise systems (e.g., asset management, work management) and provide ongoing maintenance, support, and troubleshooting for existing applications and end-users.
โ€ข Collaborate with clients, GIS analysts, and project managers to gather user requirements to design effective solutions.
โ€ข Create and maintain technical documentation and ensure data quality and integrity through QA/QC procedures.
โ€ข Create custom scripts and tools to automate redundant or complex GIS workflows and processes.
โ€ข Collaborate with product managers, developers, and architects in conceptualizing and development of new software programs and applications.
โ€ข Analyze and assess existing business systems and procedures.
โ€ข Assist in the definition, development, and documentation of softwareโ€™s business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments.
โ€ข Research, identify, analyze, and fulfill requirements of all internal and external program users.
โ€ข Consistently write, translate, and code software programs and applications according to specifications.
โ€ข Write programming and SQL scripts to enhance functionality and/or performance of company applications as necessary.
โ€ข Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
โ€ข Administer critical analysis of test results and deliver solutions to problem areas.
โ€ข Write reports for management and/or team members on the status of the programming process.
Qualifications:
Required:
โ€ข Graduation from an accredited college or university with a Bachelor's Degree in Geography, GIS, Geomatics, Computer Science or related field and two (2) years experience in development and maintenance of software applications; OR graduation from an accredited college or university with an Associate degree in Geography, GIS, Computer Science or related field and four (4) years experience in development and maintenance of software applications.
โ€ข Two (2) years work experience in GIS and one (1) year experience utilizing ArcGIS Pro SDK for .NET.
โ€ข Experience with C# is required.
โ€ข Proficiency in key languages such as Python (for scripting and automation), JavaScript (for web mapping), and SQL (for database management).
โ€ข Experience with IOT API programming.
โ€ข Must possess a valid Florida driver's license.
โ€ข Thorough knowledge of ESRI technologies including ArcGIS Enterprise administration, ArcGIS Pro, ArcPy, ArcGIS API for Python, ArcGIS API for JavaScript, and Experience Builder.
โ€ข Strong knowledge of relational database management systems and spatial databases (Microsoft SQL Server).
โ€ข Knowledge of analytics to include vector, raster, and object data models.
โ€ข Knowledge of earth geometry, land partitioning systems, geo-referencing systems, datums, map projections; GPS; metadata standards.
โ€ข Ability to analyze assigned problems; gather and organize data to arrive at valid conclusions.
โ€ข Knowledge of Geographic Information System design for application, model and database design.
โ€ข Ability to establish and maintain effective work relationships with employees, public and other agencies.
โ€ข Ability to design systems using Microsoft .NET framework; C#, ASP.NET, ADO.NET, Entity Framework, and LINQ for desktop applications and web applications.
โ€ข Desired skills in web service technologies (WSDL, SOAP, REST, etc.), JavaScript, JQuery, AJAX, using XML/json, vuejs, connecting and building APIs, Sass, and CSS.
โ€ข Knowledge of ASP.NET Web Forms and ASP.NET MVC.
โ€ข Knowledge of IIS server configuration and deployment of web services.
โ€ข Knowledge of UML in an enterprise environment with design tools.
โ€ข Knowledge of architect and designing systems using design patterns.
โ€ข Knowledge of MS SQL to writing queries, stored procedures, and views as well as designing database structures.
โ€ข Knowledge of version control in code repository.
โ€ข Ability to demonstrate strong team-oriented interpersonal skills.
