Job description

ECS Federal is seeking a highly experienced Computer and Information Systems Manager - Subject Matter Expert (SME) to support the Defense Health Agency's Army Medical Department (AMMED) mission. The ideal candidate will provide strategic leadership and technical expertise in planning, directing, and coordinating enterprise-level IT activities including electronic data processing, information systems, systems analysis, and computer programming initiatives.
Key Responsibilities
  • Strategic Planning & Direction: Lead and coordinate activities across electronic data processing, information systems architecture, systems analysis, and software development programs
  • IT Governance: Develop and implement IT policies, procedures, and standards aligned with DHA and DoD requirements
  • Program Oversight: Direct multiple concurrent IT initiatives, ensuring alignment with organizational objectives and mission requirements
  • Systems Integration: Oversee the analysis, design, and implementation of complex information systems supporting healthcare operations
  • Stakeholder Engagement: Collaborate with government leadership, program managers, and technical teams to drive IT modernization efforts
  • Resource Management: Plan and allocate technical resources, budgets, and personnel to meet program milestones
