Job description

SUMMARY: Provide work direction, develop system specifications and program technical solutions to promote operational efficiency and facilitate management decision making.
ESSENTIAL FUNCTIONS:
  • Insure and maintain confidentiality of all accessed information.
  • Support computer software and hardware necessary to operate the company's computer database and telecommunications system in a reliable and efficient manner.
  • Develop detailed system design specifications to serve as guide for system/program development.
  • Code, test, debug and document programs and enhance existing programs to ensure data processing system continues to meet user needs.
  • Identify and resolve system operating problems within limited time constraints. Interface with management and users regarding programming projects and user needs. Analyze and design program logic to eliminate problems and to ensure efficient operations. Provide guidance and training as needed. Assist in scheduling and estimating costs of project completion.
  • Assist IT Manager with development of new or modifications of existing programs to support organization's current and future data processing requirements. Document changes in systems for future reference.
  • Act as technical liaison between operational or administrative departments and the management of information systems. Provide technical expertise and assistance by maintaining current knowledge of markets, trends and new technology relative to data processing techniques and equipment.
  • Coordinate testing procedures for new and modified applications and software systems. Recommend and coordinate hardware and configuration. Observe and report equipment performance deficiencies, coordinate equipment repairs and suggest alternate hardware or software.
  • Assist IT Manager in minimizing downtime caused by operating system failure. Support installation by assisting in analysis, selection, planning and implementation of new equipment.
  • Provide administrative reports to ensure up-to-date and accurate information.
  • Effectively communicate changes in priorities or completion dates due to unscheduled projects of higher priority or urgency.

MINIMUM EDUCATION:
  • High School Diploma or equivalent
  • Advanced degree in computer science field or commensurate experience.

MINIMUM REQUIREMENTS:
  • Minimum of five (5) years' experience in systems development, implementation and management.
  • Thorough, in-depth knowledge of advanced system analysis and design techniques.

KNOWLEDGE AND SKILLS:
  • Thorough and in-depth knowledge of Microsoft Visual FoxPro, relational database systems, ODBC, object oriented programming and Microsoft SQL databases.
  • Accurate knowledge, understanding and efficient use of all applicable software packages. Able to problem-solve and troubleshoot all software and hardware throughout company.
  • Broad understanding of general business and management practices, computer system design techniques and controls and computer operations procedures and techniques.
  • Ability to understand, interpret and communicate complex directions, instructions and other forms of specifications relative to assigned projects.
  • Capable of quality assessment, trouble shooting, visualizing the finished project and incorporating improvements.
  • Ability to coordinate multiple projects to meet business requirements and schedule workflow to achieve optimum output.
  • Demonstrates high degree of professional behavior, appearance, work ethic, attention to detail, honesty and reliability.
  • Demonstrates ability to manage stress constructively and maintain professional, positive, even temperament during periods of frustration, ambiguity and change. Demonstrable skills in interpersonal communication and conflict management.
