Job description

Job Title: Human Resources Generalist I

Department: Human Resources

Reports To: Director of Human Resources

FLSA Status: Non-Exempt, Full-Time

Work Location: In-Person (Delaware)

Position Overview

The Human Resources Generalist serves as a key operational partner within HomeWell Care Services, supporting all HR functions. This role is responsible for benefits administration, leave coordination, HRIS (Human Resources Information System) management, employee relations support, policy guidance, and day-to-day HR operations.

The HR Generalist works collaboratively with the Compliance and Quality Assurance team to ensure HR processes align with federal, state, and company regulatory standards. While this position supports compliance efforts, it does not serve as the primary compliance authority. The role requires strong attention to detail, sound judgment, confidentiality, and the ability to balance policy adherence with compassionate employee support in a healthcare environment.

This position supports both Delaware PASA and HHA operations as applicable.

Essential Duties & Responsibilities

1. Benefits Administration

  • Coordinate new hire benefits enrollment and open enrollment processes.

  • Process qualifying life event changes and maintain accurate benefits records in HRIS.

  • Track eligibility periods and communicate with employees regarding enrollment deadlines.

  • Respond to employee inquiries regarding medical, dental, vision, life insurance, 401(k), and supplemental plans, etc.

  • Monitor ACA (Affordable Care Act) eligibility thresholds and collaborate with the Compliance team for reporting needs.

  • Ensure COBRA notifications are triggered appropriately through HRIS systems.

  • Maintain confidentiality of protected health information (HIPAA compliance standards).

2. Leave Management & Accommodations

Administer and track all leave types including:

  • FMLA

  • ADA accommodations

  • Delaware Paid Leave (as applicable)

  • Personal and medical leaves

  • Worker’s Compensation

  • Serve as primary HR contact for accommodation requests and coordinate the interactive process in collaboration with leadership and Compliance.

  • Collect and track required documentation related to leave and accommodation requests.

  • Maintain organized and confidential leave records to support audit readiness.

  • Partner with Compliance to ensure processes align with regulatory standards.

3. HRIS Administration & Regulatory Support

  • Maintain accurate employee records in HRIS (WellSky, etc.) including status changes, pay updates (if applicable), terminations, and leave coding.

  • Support HR-related audits by gathering documentation and preparing reports for review by the Director of HR and Compliance team.

  • Assist with documentation related to:

  • I-9 employment eligibility verification

  • OSHA (Occupational Safety and Health Administration) recordkeeping

  • EEO reporting

  • Licensing and credential tracking

  • Coordinate with Compliance to address any identified gaps or corrective actions.

4. Employee Relations & Workplace Support

  • Serve as first point of contact for employee concerns and workplace questions.

  • Gather initial information regarding employee relations matters and escalate to HR leadership as appropriate.

  • Assist with investigations by:

  • Scheduling interviews

  • Collecting written statements

  • Participating in meetings as directed

  • Maintain organized documentation and follow-up logs.

  • Promote a culture of professionalism, accountability, and respect across departments.

5. Policy Administration & General HR Operations

  • Respond to daily employee inquiries regarding benefits, leave, payroll coordination, and company policies.

  • Support the implementation and communication of HR policies and procedural updates.

  • Maintain secure digital and physical personnel files in accordance with company standards.

  • Assist with HR projects and workflow improvement initiatives.

  • Collaborate with leadership to ensure consistent application of policies across departments.

Qualifications & Requirements

Education & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred

    OR

  • 2–4 years of progressive HR experience in a structured or compliance-driven environment

Healthcare or home healthcare experience strongly preferred.

HR Certification (aPHR, PHR, SHRM-CP) preferred but not required.

Knowledge Base

Working knowledge of employment regulations including:

  • FLSA and wage/hour standards

  • EEO regulations

  • ADA and accommodation processes

  • ADEA, EPA, PDA

  • ACA, ERISA, COBRA, HIPAA

  • I-9 requirements

  • OSHA recordkeeping

  • Delaware state employment laws

Ability to apply regulations in daily HR processes while coordinating with Compliance leadership.
