OMAT - Forest Park - ETM120 GDOT Mgr. 1, Civil Engineer (PME Branch Chief) PG-Q

Salary- $125,000.00

STATE PROFILE SUMMARY: Serves as Group Leader, District Senior Design Engineer, or Unit Manager over professional engineers performing a broad range of engineering principles and oversees complex projects. Manages the quality control process for engineering groups or District. Manages activities of the engineering group or District. Coordinates and assigns projects and project tasks among engineering group members or District to ensure on time project delivery.

JOB RESPONSIBILITIES:  

Under limited supervision, this position administers the operation of the Pavement and Materials Engineering Branch for the Technical Assistance Bureau in the Office of Materials and Testing and is responsible for:

         Provide leadership, instruction, and direction to design engineers and transportation specialists.

         Review work from engineers and transportation specialists such as engineering reports and non-destructive testing results and analysis.

         May represent GDOT on various Pooled Fund Studies concerning materials engineering and pavement.

         Reviews and approves Pavement Designs, Pavement Type Selections, and Pavement Evaluations, as well as maintains their associative policies and procedures.

         Manages the Smoothness Certification Program.

         Reviews all work for in-house research, technology evaluations, forensic evaluations, and materials engineering related to construction materials.

         Reviews results, analysis, and recommendations from non-destructive testing performed on construction materials and/or pavement. 

         Responsible for producing and/or reviewing man hour estimates internal contracts owned by the Branch. 

         Provide leadership, instruction, and direction to Pavement Unit and Materials Engineering Unit.

         Serve as State Pavement Engineer per Policy 5560-1 Pavement Design Committee and serves as the Chair of the Pavement Design Committee.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

         Bachelor's degree in civil engineering or civil engineering and technology and demonstrated experience in a lead worker or supervisory role, and a Professional Engineering (PE) license.

         Or Professional Engineering (PE) license and demonstrated experience in a lead worker or supervisory role.

AGENCY SPECIFIC QUALIFICATIONS:

         Bachelor's degree in Civil Engineering or Civil Engineering Technology and professional work experience in transportation or highway engineering and four (4) years of related transportation engineering experience.

         Possession of a Professional Engineering license.

         Knowledge and experience in Pavement Design and Pavement Evaluations.

         Knowledge of standard testing and construction materials specifications, procedures and standards.

         Two years' experience serving as a lead or supervising a team, managing projects, training and developing employees directly or indirectly.

         Experience in reading and interpreting plans, specifications, test results, reviewing and evaluation applicable information and gathering resources to make effective and sound recommendations.

         Ability to plan, develop, and monitor budget of activities and contracts for the branch.

         Experience writing and reviewing reports and correspondence.

         Experience in analyzing conflicts and negotiating solutions.

         Committed to providing quality customer service to internal and external customers.

         Experience preparing and/or delivering presentations.

         Ability to manage the branch's functions, technically direct and evaluate the work of subordinates.

         Experience communicating and interacting with co-workers, Department personnel, and external customers in a professional manner.

         Ability to use computers, computer applications, and other technology to analyze and communicate information.

AGENCY PREFERRED QUALIFICATIONS:  

         Experience with Pavement Design using AASHTO 1972 design method and AASHTOWare PMED method/software.

         Knowledge of compliance and use of aggregate, asphalt, concrete and/or structural steel materials.

         Experience with various pavement and/or construction materials related Non-Destructive Testing (NDT) equipment and methods.

         Ability to prepare and deliver training and/or presentations to executive management, industry and/or engineering organizations.

                  IMPORTANT INFORMATION FOR ALL GDOT JOBS

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
