Job description

Summary
Position is located at the Carl Vinson VA Medical Center, Dublin, Georgia within the Nursing Service Line and has the responsibility for the daily administrative operations taking place within the service line including facilitating the active and complex interactions necessary for the smooth delivery and monitoring of the many aspects of the variety of services and requires close and in-depth coordination.

  • Serves as a Administrative Officer within the various departments in Patient Care Services providing administrative advisement to the executive management within the service line.
  • Directs administrative activities including budget and fiscal management, strategic planning, and program management and evaluation.
  • Oversees and performs the full range of human resources requirements, including advisement and assistant regarding Federal and agency personnel processes and procedures.
  • Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
  • Provides advice on solving complex problem related situations and keeps managers informed of the on-going status.
  • Interprets administrative policies and procedures, developing, implementing or defining local administrative requirements.
  • Develops and implements tracking tools and spreadsheets which improves productivity and provides status at a glance on a myriad of programs.
  • Manages suspense tracking on the assigned area including congressional inquires, extra-views, network action tracking system (NATS), and internal and external requests, and suspense actions assigned.
  • Serves as a program manager for the nurse scheduling software to include management of managerial access, tracking of licensure, proficiency, and mandatory certification, overseeing operational tour-of-duty, and reporting systems.
  • Develops both long and short range policies and plans by coordinating the medical administration needs of the organization for which accountable.
  • Represents the management on committees upon request and participates in committees, lending expertise on non-clinical issues.
  • Develops plans for space, resources and equipment utilization to affect service goals and missions in a positive manner.
  • Works closely with Quality Management office to determine compliance with survey team requirements and provides recommendations for achieving goals in non-complaint areas, and ensures appropriate follow-up.
  • Provides budget formulation, justification, and execution and produces financial management and financial reports.
  • Participates with managers in reviewing office needs, plans, and goals to develop financial data and justification for review and approval.
  • Manages procurement and contracting including preparing procurement package requests, evaluating proposals for work, acting as a Contract Official Representative (COR) for procurement and/or maintaining procurement and contract records.
  • Prepares and reviews purchase orders for supplies and non-expendable property for the service line.
  • Authorizes obligation and expenditure of funds and determines appropriate costs, performing cost analysis, soliciting bids, and writing sole source justifications.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing or obtaining a variety of management services essential to the direction and operation of an organization, assisting management to identify its financial, personnel, and material needs and problems, developing budget estimates and justifications; making sure that funds are used in accordance with the operating budget, assists management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of personnel, funds, and materials, collaborating with personnel specialists in finding solutions to management problems, arising out of changes in work which have an impact on job functions and employees and advising on and negotiating contracts, agreements, and cooperative arrangements with other government agencies, universities, or private organizations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level (in excess of the first year or 18 semester hours)..
