Job description

The largest housing authority in the State of New Mexico is looking for an energetic, conscientious and detail-oriented individual who enjoys making a difference, being part of a team and takes pride in their career to work in our fast-paced office.

HOUSING PROGRAM COMPLIANCE SPECIALIST

Compensation: $54,208.91 annually ($26.06 per hour) - $66,669.81 annually ($32.05 per hour).

FLSA Status: Exempt.

*Starting salary will be $54,208.91 annual (based on minimal education and experience).

POSITION FUNCTION SUMMARY:

Under general direction conducts independent program and file reviews (Quality Control Audits) and compliance analysis for federal, state and local housing programs administered by Albuquerque Housing Authority (AHA) following standards set forth by the housing programs.

Examples of Typical Job Functions Include:

  • Ensure properties comply with Low Income Housing Tax Credit (LIHTC), Public Housing, HOME and other program rules and regulations, including income and rent limits, tenant eligibility, and land use restrictions
  • Research and interpret federal, state, and local housing regulations
  • Conduct periodic audits of tenant files to verify compliance with LIHTC, Public Housing and other applicable programs.
  • Review lease agreements, income certifications, and other tenant documentation for accuracy and compliance of all programs
  • Evaluate existing compliance processes and recommend policy and procedural improvements to reduce errors, improve efficiency, and strengthen regulatory compliance
  • Develop and provide compliance training, guidance, and technical assistance to property management staff
  • Develop, implement, and monitor corrective action plans designed to remedy compliance deficiencies identified through file reviews, agency audits, state agency monitoring, and internal quality control reviews
  • Submit annual compliance reports to state and federal agencies as required
  • Serve as a resource for property managers regarding LIHTC requirements, changes in regulations, and compliance-related issues.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Required:

Equivalent to an associate degree in business, real estate, management, business administration, or a related field and three (3) years of experience in LIHTC or any other subsidized housing program, property management, or closely related field.

Preferred:

  • LIHTC certification / experience,
  • HUD subsidized program experience (Project Based Rental Assistance, Section 202, 811, Public Housing)
  • Government Program Audit experience.

Licenses and Certifications:

Required:

Possession of, or the ability to obtain, an appropriate, valid New Mexico driver's license upon appointment. Must have and maintain an Albuquerque Housing Authority insurable driving record.

Highly preferred:

  • Certified Occupancy Specialist (COS)
  • Housing Credit Certified Professional (HCCP)
  • Specialist in Housing Credit Management (SHCM)
  • Certified Professional of Occupancy (CPO)

Required:

  • Ability to read and write English at a level to understand and interpret written procedures and federal documents. This includes the ability to give and receive instructions in written and verbal forms.
  • Driving and the ability to be covered under the agency's fleet insurance carrier.
