Job description

Position Summary

The Nursing Supervisor is a licensed, experienced Registered Nurse responsible for clinical oversight, regulatory compliance, staff supervision, and quality assurance for the home care department. This role ensures all services are delivered in accordance with NC DHHS rules and regulations, agency policies, and best nursing practices. The Nursing Supervisor oversees field staff, conducts client assessments and supervisory visits, ensures staff competency and certification compliance, and supports agency growth through recruitment, training, and community engagement. This role is perfect for the RN who is ready to come off the floor doing bedside nursing. Essential Duties & Responsibilities

Clinical Oversight & DHHS Compliance

  • Ensure full compliance with NC DHHS/DHSR home care regulations, including PCS and in-home service standards.

  • Conduct initial, ongoing, and change-of-condition client assessments as required by DHHS.

  • Complete and review:

    • Admission assessments

    • RN supervisory visits (initial, 30-day, 60-day, 90-day, and as required)

    • Care plan development and updates

    • Discharge summaries

  • Monitor client records for accuracy, timeliness, and regulatory compliance.

  • Participate in audits, surveys, and corrective action plans as needed.

  • Report incidents, unusual occurrences, and changes in client condition per policy.

Staff Supervision & Competency Management

  • Supervise all home care field staff, including CNAs, PCAs, HHAs, and other direct care workers.

  • Ensure staff remain competent, compliant, and within the scope of practice.

  • Conduct:

    • Initial competency evaluations

    • Annual and ongoing skills assessments

    • Performance evaluations and corrective actions

  • Monitor and track staff:

    • Licensure and certification status

    • TB screenings

    • CPR/First Aid

    • Required in-service hours and annual training

  • Ensure expired or soon-to-expire credentials are addressed promptly.

  • Provide coaching, mentoring, and clinical guidance to staff.

Training & Education

  • Develop and conduct orientation and ongoing in-service training in compliance with DHHS requirements.

  • Educate staff on:

    • Client rights

    • Infection control

    • HIPAA

    • Abuse, neglect, and exploitation

    • Dementia care, fall prevention, and safety protocols

  • Ensure staff are trained on agency systems, documentation standards, and EVV as applicable.

  • Stay current on regulatory updates and ensure staff education reflects changes.

Scheduling & Operations

  • Assist with staff scheduling and coverage for home care clients throughout North Carolina.

  • Respond to last-minute call-outs and staffing emergencies as needed.

  • Collaborate with staffing coordinators to ensure continuity of care.

  • Ensure staffing assignments align with staff competency and client care needs.

  • Support operational efficiency while maintaining compliance and quality care.

Recruitment, Hiring & Community Outreach

  • Participate in interviews, screening, and hiring of clinical and non-clinical home care staff.

  • Conduct clinical interviews and competency validations.

  • Attend and support:

    • Job fairs

    • Community recruitment events

    • Outreach initiatives

  • Assist in onboarding new hires and ensure completion of all compliance requirements.

Quality Assurance & Risk Management

  • Monitor quality of care and client satisfaction.

  • Address client and family concerns in collaboration with leadership.

  • Investigate complaints, incidents, and staff performance issues.

  • Participate in quality improvement initiatives.

  • Ensure corrective actions are documented and followed through.

Collaboration & Leadership

  • Work closely with agency leadership to support growth and service excellence.

  • Communicate effectively with clients, families, staff, and referral partners.

  • Serve as a clinical resource and leader within the organization.

  • Promote a culture of professionalism, accountability, and compassionate care.

Qualifications

  • Active North Carolina RN license (required).

  • Minimum 2–3 years of nursing experience, preferably in home care, PCS, or community-based services.

  • Prior supervisory or leadership experience strongly preferred.

  • Strong knowledge of NC DHHS/DHSR regulations.

  • Excellent organizational, communication, and documentation skills.

  • Ability to travel throughout North Carolina as needed.

  • Proficient with electronic documentation systems and scheduling tools.

Physical & Work Requirements

  • Ability to travel to client homes and staff locations.

  • Ability to conduct in home assessments and supervisory visits.

  • Must be available for on call or urgent clinical needs as required.
