JOB SUMMARY: The Program Manager oversees the day-to-day operation of Community Companions by providing leadership, guidance, and supervision to all staff in assigned areas. This includes after school, respite, summer camp and in-home/community-based supports services for children with disabilities. The Program Manager also coordinates all allied administrative functions in support of program and organization mission, goals, and related quality enhancement and advocacy initiatives.


SUPERVISORY RESPONSIBILITY: Supervises up to 10 PTEs staff directly and 2 FTEs.

ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Manages and oversees the administrative and daily operations of the Community Companions program according to the Code of Maryland regulations (COMAR) for the Development Disabilities Administration and Maryland State Department of Education (MSDE), Office of Childcare (OCC).
  1. Develops and implements systems and processes to enhance operational efficiency.
  2. Monitors program implementation in accordance with all funding requirements.
  3. Performs liaison activities with community partners, including federal, state and local government agencies, community groups, religious groups, and program advisory committees.
  4. Conducts regular reviews for accountability and program performance.
  5. Oversees and/or coordinates the collection, compilation and analysis of program activity data; writes and ensures the timely submission of all external and internal program reports.
  • Provides leadership and direction to all program staff and volunteers; oversees supervision of staff, which includes recruiting, staffing, hiring, performance evaluation, training, and professional development; sets standards for customer service; conducts regular staff meetings; communicates policies and procedures; and facilitates the team process.
  • Manages program budget and expenditures to ensure that available funds and resources are used efficiently.
  1. Develops program operating budgets and provides fiscal direction to the program.
  2. Monitors program revenues and expenditures; prepares budget revisions; and provides required financial reports.
  • Establishes and implements development goals to ensure that resources are available to sustain the program.
  1. Identifies potential donors or sources of funding.
  2. Plans and implements outreach strategies with identified donors and funding sources.
  3. Facilitates the preparation and submission of contracts and/or grant applications.
  • Overseas and maintains quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.
  1. Conducts client record reviews on an ongoing basis.
  2. Implements Plan of Corrections to address identified deficiencies through the agencyโ€™s client process and CQI process.
  3. Updates the programโ€™s practices and procedures, and program manual as needed.
  4. May assist in management of the maintenance for program facilities and/or equipment in accordance with relevant health, fire and safety codes, and COA standards.
  • Perform other job-related duties as assigned.
Requirements:

EDUCATION and EXPERIENCE:

  • Bachelorโ€™s degree in Non-Profit Management, Business, Communications or related field.
  • Minimum 3 years of experience working with people with autism or other developmental, intellectual, or physical disabilities/differences.
  • Seven (7) years of experience with five (5) years being progressively responsible for program management in a non-profit setting and two (2) years of supervisory experience.
  • Meet all qualifications as a MSDE OCC Director for school age services.
  • 90 Hour school age certification.
  • Completed Director certification.

SKILLS and COMPETENCIES:

  • Knowledge of management principles and practices, budgeting and fiscal management principles, and contracts and grants preparation and management.
  • Intermediate computer skills, preferably in a PC, Windows-based operating environment and the ability to functionally maneuver MS Office.
