Job Summary
The Social Development Division drives transformative changes to achieve stronger, safer, and more resilient and equitable communities and neighbourhoods in Toronto. City Council unanimously adopted SafeTO, the City of Toronto's 10-year Community Safety & Well-being Plan, to drive 26 actions across 7 strategic goals.
The Violence Intervention & Support Unit is part of the SafeTO Violence Prevention Toronto Office which applies a public health approach to violence prevention, intervention, and response, and recovery. To advance the ongoing objectives of SafeTO, the Community Safety & Well-being Section is hiring a Supervisor for the Violence Intervention & Support Unit:
- As part of the Community Safety & Well-Being Section extended management team, the Supervisor will report to the Manager of Violence & Intervention Support Unit to co-lead a diverse team of community development staff to support communities impacted by violent incidents to facilitate response, and recovery efforts.
- The Supervisor will also lead the team to implement prevention and intervention strategies, community capacity building and fund community-driven safety initiatives.
Additionally, we are hiring for the Community Risk Intervention team.
The Community Risk Intervention team is part of the Community Safety & Wellbeing Section and leads multi-sector approaches that bring together community, health, housing, justice, social service and government partners to identify and respond to complex situations involving elevated levels of risk.
The team provides leadership and oversight for Furthering Our Community by Uniting Services (FOCUS)Toronto and the Situation Table for Housing-At-Risk (STAR), supporting coordinated interventions for individuals and households experiencing complex and intersecting needs while identifying opportunities to strengthen broader service systems.
Major Responsibilities:
- Oversee a non-unionized management team, managing the day-to-day and weekend operation of all assigned staff, including scheduling, assigning and reviewing work and authorizing and coordinating vacation and lieu time requests.
- Supervise assigned staff to ensure effective teamwork, high standards of work quality and staff performance, and continuous improvement of service delivery.
- Provides timely and confidential updates on service delivery, trends, response and recovery efforts to senior management and elected officials as needed.
- Develop, implement and continuously improve program frameworks, operating procedures, referral pathways, service standards, escalation processes and other practical tools that support effective community safety and wellbeing interventions.
- Coordinate staff to provide immediate and ongoing support for impacted communities following community safety concerns, including violent incidents (e.g., de-escalating tension, mobilizing partners, facilitating service referrals, and supporting prevention efforts).
- Strategically evaluates current community safety trends to inform and align multi-sector and interdivisional integrated service delivery.
- Manage and support initiatives that build capacity and engage individuals impacted by community safety issues (e.g., violence), priority populations (e.g., youth and other equity-deserving groups), place-based communities, and partner organizations.
- Build and manage multi-sector partnerships with government partners, community organizations, resident leaders, and individuals with lived experience.
- Provide guidance to staff and partners in navigating complex, sensitive and multi-faceted issues requiring coordinated responses across multiple organizations and partners.
- Facilitate collaborative problem-solving among partners where complex situations or systemic issues cross organizational mandates, sectors or service systems.
- Analyze emerging community safety issues and trends, synthesize insights, and provide strategic advice to inform decision-making by internal and external stakeholders.
- Oversee contracts and funding relationships for programs and activities led by service providers and residents, monitoring deliverables to ensure accountability and alignment with intended outcomes.
- Supports the administration and monitoring of assigned budgets.
- Maintain accurate, up-to-date records and databases to support coordination, reporting, protocols, best practices, and accountability.
- Perform other related duties as assigned.
Key Qualifications:
- Degree in a relevant field (e.g., Sociology, Criminology, Criminal Justice, Social Work, Community Health Promotion, Public Health, Public Policy) or an approved equivalent combination of education and/or experience.
- Considerable experience in supervising within a large complex, high-volume, change management environment.
- Extensive experience establishing and managing programs and partnerships with community organizations, residents, government, and elected officials to address violence, trauma, vulnerabilities, risk intervention, and/or social inequities.
- Extensive experience utilizing trauma informed and culturally appropriate practices that respond to community violence, safety and well-being in complex urban environments, with a focus on risk assessment, multi-sector approaches, and community-based solutions.
- Must possess a valid Ontario "G" Class Driver's License and have access to a personal vehicle.
- Highly developed and effective conflict management, interpersonal and communication skills to promote collaboration and teamwork among a broad range of stakeholders.
- Ability to exercise discretion, judgment and political acumen in public and human relations, while working with a high degree of autonomy.
- Ability to work flexible hours as required by divisional needs, including overtime, shift work, evenings, weekends, and travel to community sites in a timely and efficient manner.
