Job description

CMC, an Associa company, is hiring a Recreation & Operations Manager for its large-scale HOA community in Haymarket.
The Recreation & Operations Manager is responsible for the overall management, operation, maintenance, and long-term planning of the Association's recreational amenities and related common-area assets. This position combines hands-on facility oversight with strategic operations, capital planning, budgeting, procurement, vendor management, and support for the Board of Directors and Association committees.
The ideal candidate has strong homeowner association or large-scale community operations experience and is capable of managing multiple amenities, coordinating contractors, implementing reserve study recommendations, developing budgets, and presenting clear operational recommendations to management, committees, and the Board.
Essential Duties & Responsibilities:
Recreation & Amenity Operations
  • Provide operational oversight of all Association recreational amenities:
    • Clubhouse and meeting facilities
    • Fitness center and gym
    • Indoor pool and outdoor pools
    • Tot lots and playgrounds
    • Basketball courts and tennis courts
    • Walking trails, parks, and related common-area recreational facilities
  • Conduct routine inspections to ensure each amenity is safe, clean, well maintained, and operationally ready.
  • Develop and maintain preventive maintenance schedules for recreation facilities, equipment, and related assets.
  • Coordinate facility access, scheduling, reservations, programs, classes, rentals, and community events as assigned.
  • Ensure compliance with Association rules, safety procedures, vendor requirements, and risk-management practices.
  • Respond professionally and promptly to resident questions, concerns, and service requests involving recreation facilities.

Operations, Reserve Planning & Capital Projects
  • Maintain working knowledge of the Association's reserve study and assist with implementing, tracking, and updating recommended projects.
  • Support long-term capital planning for recreation facilities, equipment, and common-area assets.
  • Develop project scopes, specifications, schedules, and cost estimates.
  • Prepare Requests for Proposals (RFPs), solicit competitive proposals, and coordinate vendor site visits.
  • Prepare detailed bid comparisons and written recommendations for management, committees, and the Board.
  • Coordinate approved maintenance and capital projects from planning through completion.
  • Monitor project schedules, budgets, quality, contract compliance, and completion documentation.
  • Identify operational risks, deferred maintenance concerns, and opportunities to improve service delivery or reduce long-term costs.

Vendor, Contract & Financial Management
  • Manage relationships with contractors, consultants, and service providers supporting recreation and facility operations.
  • Monitor vendor performance, contractual requirements, insurance documentation, service quality, and response times.
  • Conduct project and operational meetings with vendors and document action items and follow-up requirements.
  • Review invoices, verify satisfactory completion of work, and provide approval recommendations.
  • Assist with preparation of annual operating and reserve budgets for assigned facilities and projects.
  • Track operating expenses, capital expenditures, purchase orders, and project budget variances.
  • Evaluate proposals for value, scope completeness, qualifications, schedule, warranty, and long-term operational impact.

Board, Committee & Management Support
  • Attend Board of Directors meetings and assigned committee meetings, including recreation, facilities, pools, landscape, or other operational committees.
  • Prepare management reports, project summaries, budget updates, bid comparisons, presentations, and recommendations.
  • Provide clear and timely updates regarding facility conditions, projects, vendor performance, operational concerns, and budget status.
  • Assist management in implementing Board decisions and committee recommendations.
  • Maintain organized project files, contracts, inspection records, warranties, proposals, and related operational documentation.

Leadership & General Operations
  • Provide direction and coordination to recreation, facility, maintenance, pool, and contracted personnel as assigned.
  • Promote a professional, service-oriented, accountable, and safety-conscious work environment.
  • Work collaboratively with onsite management, staff, residents, committees, Board members, and outside partners.
  • Remain hands-on and flexible in performing, assisting with, or supervising tasks necessary to meet the needs of the Association and management company.
  • Perform other duties and special projects as assigned by the General Manager.

Annual salary: $60K-$70K.
  • Five or more years of progressive experience in HOA/community association operations, facilities management, recreation management, municipal parks and recreation, property operations, or a closely related field.
  • Demonstrated experience overseeing multiple recreation amenities or facilities.
  • Experience managing vendors, contractors, maintenance programs, and capital improvement projects.
  • Experience developing scopes of work, preparing RFPs, soliciting bids, and completing proposal comparisons.
  • Experience assisting with operating budgets, reserve budgets, project forecasting, and expenditure tracking.
  • Strong project-management, organizational, problem-solving, and follow-through skills.
  • Excellent written, verbal, presentation, and interpersonal communication skills.
  • Ability to work independently, prioritize competing deadlines, and respond effectively to changing operational needs.
