Job description

The TekSynap is seeking a Project Manager to join our team at Defense Health Agency to provide support to the Program Manager in execution of cybersecurity assessment and authorization activities including RMF documentation, IV&V coordination, testing events, stakeholder engagement, and DHA enterprise cybersecurity support.

REQUIRED QUALIFICATIONS 

Experience

  • 10 years engineering; 5 years supervising technical teams; PMP optional 
  • DoD cybersecurity program support experience 
  • RMF process experience 
  • A&A package development experience 
  • eMASS experience preferred 
  • Experience supporting DHA preferred 
  • Experience coordinating IV&V events 
  • Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.

Certifications

  • IAM Level III Certification preferred (e.g., CISSP, CISM, CASP) 

Education

  • Bachelor’s degree in IT, Cybersecurity, Engineering, or related field  

Clearance

  • Secret clearance (ability to obtain TS preferred)

RESPONSIBILITIES 

  • Support Program Manager in daily execution of cybersecurity A&A program 
  • Manage execution of RMF activities across assigned systems and enclaves 
  • Coordinate development of RMF documentation including SSPs, POA&Ms, and test artifacts 
  • Track status of RMF packages and authorization milestones 
  • Coordinate IV&V assessment scheduling and execution 
  • Manage cybersecurity testing activities and validation events 
  • Support preparation of Security Assessment Plans (SAPs) 
  • Coordinate development of Security Assessment Reports (SARs) 
  • Track remediation of vulnerabilities and POA&M items 
  • Manage communication between Government stakeholders and technical teams 
  • Coordinate support for DHA validation readiness reviews 
  • Manage eMASS package development and submission 
  • Track authorization timelines and ATO expiration dates 
  • Support risk assessment and mitigation planning activities 
  • Coordinate system owner and PMO engagement activities 
  • Manage development of cybersecurity reports and status metrics 
  • Track labor hours, staffing, and resource allocation 
  • Coordinate technical SMEs supporting RMF activities 
  • Manage deliverable development and submission timelines 
  • Coordinate cybersecurity documentation development efforts 
  • Support development of SOPs and operational procedures 
  • Coordinate test execution meetings and working groups 
  • Track action items and program decisions 
  • Support planning for on-site assessments and travel events 
  • Monitor compliance with cybersecurity policies and standards 
  • Coordinate vulnerability scanning and analysis activities 
  • Support automation toolset usage for cybersecurity testing
