JOB TITLE: Community Development Division Director DIVISION: Community Development
REPORTS TO: Chief Programs Officer POSITION STATUS: Full-time, Exempt
JOB GRADE: 10 APPROVED: January 2023
SUMMARY:
The Community Development Division Director is responsible for the leadership and oversight of the Tribal Transportation Program TIP, Economic Development Program and the Housing Improvement Program HIP / Community Development Division. Under the direction of the CPO, the Division Director ensures that each program launches, manages, and executes support and accountability measures
within their respective departments.
Supervisory Responsibilities:
- Directly supervises program staff for division.
- Carries out supervisory responsibilities in accordance with the organization's policies and
applicable laws.
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and
- directing work; appraising performance; rewarding and disciplining employees; addressing
complaints and resolving problems.

Education:
Bachelor's degree from an accredited university is preferred. Master's degree is preferred.

Proven record of planning, organizing and coordinating building activities. Proven ability to provide oversight to Program staff level team members. Proven ability to write reports and correspondence as required.
Ability to work in a cross-cultural environment is required.
Must have strong written and verbal skills.
Fluency in Yup'lk or Cup'ik is strongly preferred.
High level administrative skills are required.
Strong interpersonal skills are required.
Familiarity with Yup'ik lifestyles is preferred.
Requirements:
If the use of a company vehicle is required, the employee must have an active Alaska Driver's license with a driving record that will allow the employee to be insured by the AVCP Vehicle Insurance Policy for use of company vehicles.

Requirements
PERFORMANCE REQUIREMENTS: including the following. Other duties as assigned.
- Oversee and manage the administrative and operational activities of the Community
- Development Division and VPSO Program.
- Develop, track and implement annual budgets for all programs in division.
- Pursue program funding, as needed for division.
- Plan, develop and implement policies, procedures, goals, and objectives to ensure quality services are provided and sustained.
- Conduct strategic planning sessions with their teams to identify efficiencies and break down silos between programs.
- Facilitate team meetings and meetings with stakeholders,
- Continuously develop and evaluate the service delivery model of the individual programs on their team.
- Ensure all programs have up-to-date departmental policies and procedures.
- Directly supervise the Program division staff.
- Ensure that the programs are fully implementing the quality improvement process initiatives.
- Ensure the programs maintain a high level of programmatic and fiscal compliance with grant rules and regulations.
- Provide administrative support to the programs.
- Continuously evaluate the service delivery model for of each department individually and how that fits into the larger service delivery model for AVCP.
- Analyze and monitor the Department operations such as client flow in the division and works with the division staff in managing staffing assignments.
- At the direction of the CPO and/or in conjunction with the other program directors, develops and implements quality management strategies for programs.
- Represents AVCP at regional, state and national meetings.
- Maintains strict confidentiality of information.
- Other duties as assigned.
