Job description

Gritter Francona is looking for a Program Manager that will serve as the Contractor's primary interface with the Department of Veterans Affairs (VA), the Office of Discovery, Education, and Affiliate Networks (DEAN), and the Contracting Officer's Representative (COR). The Program Manager will be responsible for the overall management, coordination, staffing, execution, and performance of programs and projects supporting DEAN's mission and the Veterans Health Administration (VHA).

The Office of Discovery, Education, and Affiliate Networks (DEAN) transforms health care for Veterans and the Nation through innovation, training and development, research, and strategic partnerships. DEAN coordinates and advances high-priority healthcare programs and initiatives that support VHA's transformation toward a modern, high-reliability organization centered on Veteran outcomes.

The Program Manager will support DEAN activities through disciplined enterprise program management, data-driven decision-making, strategic alignment, and effective coordination across research and discovery, healthcare education and training, and affiliate network initiatives. The individual will assist VA in the execution of targeted program goals and ensure successful delivery of task order requirements.

Key Responsibilities
  • Serve as the Contractor's primary point of contact and interface with DEAN and the COR.
  • Provide overall program management and leadership across all projects and activities performed under the task order.
  • Plan, initiate, manage, execute, monitor, and close out programs and projects in support of an integrated healthcare system.
  • Ensure successful execution of task order requirements, deliverables, milestones, schedules, and performance objectives.
  • Manage contractor staffing, including workforce planning, resource allocation, performance oversight, and coordination of personnel supporting the task order.
  • Establish and maintain effective program management processes, standards, procedures, and performance measures.
  • Coordinate multiple projects and stakeholders to ensure activities remain aligned with VA and VHA strategic priorities.
  • Provide leadership with timely status updates, program assessments, risks, issues, recommendations, and performance information.
  • Facilitate communication and collaboration among VA leadership, DEAN stakeholders, contractor personnel, and other internal and external partners.
  • Apply data-driven approaches to monitor program performance, identify trends, evaluate outcomes, and support informed decision-making.
  • Identify and mitigate program risks, resolve issues, and develop corrective actions as needed.
  • Ensure program activities are coordinated across research and discovery, education and training, affiliate network coordination, and other DEAN-supported initiatives.
  • Support organizational change and transformation efforts associated with VHA's development as a modern, high-reliability healthcare organization.
  • Engage effectively with senior leadership and other key stakeholders to communicate program objectives, progress, challenges, and outcomes.
  • Ensure projects and programs are executed in accordance with applicable VA requirements, task order objectives, quality standards, and established schedules.
  • Support the achievement of targeted program goals and other priorities identified by VA and DEAN leadership.

Requirements

Required Qualifications
  • Master's degree in a relevant field or Bachelor's degree plus 15 years of relevant experience.
  • 10 years of relevant professional experience supporting the requirements of the task order.
  • Relevant experience must include planning, initiating, managing, executing, and closing out programs in support of an integrated healthcare system.
  • Six (6) years of experience supporting a large corporation or government agency.
  • Project Management Professional (PMP) certification
Preferred Qualifications
  • Familiarity with the standard operations and organizational structure of the Veterans Health Administration (VHA).
  • Demonstrated success engaging with and communicating effectively with senior organizational leadership.
  • Knowledge and understanding of the DEAN mission, functions, and strategic priorities.
  • Experience managing complex, enterprise-level healthcare programs or initiatives.
  • Experience supporting federal healthcare programs, preferably within VA/VHA.
