Overview
The Program Manager/Engagement Manager is responsible for providing overall leadership and management of contractor performance and program execution. This position ensures effective work integration, appropriate staffing, quality control, risk management, and coordination with the Government to achieve program objectives. The Program Manager/Engagement Manager serves as the primary point of contact for program management matters, proactively addressing challenges, monitoring performance, and ensuring all contractual requirements, deliverables, and milestones are met.
Background
The Government Accountability Office (GAO) is an independent, nonpartisan legislative branch agency that supports Congress in meeting its constitutional responsibilities and improving the performance, transparency, and accountability of the Federal Government.
Responsibilities
  • Provide overall leadership and oversight of contractor performance, ensuring compliance with contract requirements, deliverables, milestones, and performance objectives.
  • Serve as the primary liaison between the Contractor and Government, maintaining strong communication and effective stakeholder relationships.
  • Manage program operations, work integration, staffing, resource allocation, and workforce planning to meet mission requirements.
  • Oversee quality control and performance management to ensure work products and services meet or exceed contractual standards.
  • Identify and mitigate program risks, proactively addressing issues that may impact staffing, schedule, quality, or performance.
  • Monitor program progress, metrics, deliverables, and milestones and provide regular status updates to Government and Contractor leadership.
  • Lead program meetings, briefings, and reviews and prepare required reports and documentation.
  • Coordinate cross-functional teams to ensure timely and effective execution of program requirements.
  • Identify opportunities for process improvement, operational efficiency, and enhanced customer satisfaction.
  • Ensure program activities comply with applicable contract terms, Government requirements, and organizational policies.

Qualifications
  • Ten years of progressively responsible program, real estate, or portfolio management experience.
  • Five years supporting large or complex real estate organizations.
  • Experience managing multidisciplinary professional services teams.
  • Demonstrated experience with federal sector real estate programs.
  • Experience supporting multi-tenant office portfolios or facilities exceeding 500,000
    square feet.

Location and Work Hours
This position is 100% on-site and requires daily reporting to the following location:
GAO Headquarters
Washington, DC
This role is not eligible for remote or telework arrangements. Candidates must reside within a reasonable commuting distance of the worksite and be able to reliably report on-site as required.
This position follows a standard 40-hour work week, Monday through Friday. Employees are expected to be available during core business hours of 8:00am- 5:00pm, with additional working hours scheduled outside of core hours as needed to fulfill the full work schedule.
The candidate must currently reside within commutable distance to the work location.
Compensation
This position is being recruited in support of a competitive federal contracting opportunity, and AES is continuing to develop its staffing, labor category, and compensation strategy. Because this position is expected to support a primarily remote workforce and qualified candidates may reside in different geographic markets throughout the United States, compensation expectations may vary considerably by location.
Final compensation will consider factors including geographic market, relevant experience, education, specialized records management expertise, applicable labor category requirements, and contractual and business considerations.
