Position Summary

Value Chain Optimization is seeking a Supply & Distribution Coordinator to support the development and execution of optimized regional supply plans for Heavy Oils and Natural Gas Liquids (NGLs) that align market opportunities with refinery capabilities, logistics constraints, and economic objectives. This role works closely with Economics & Planning, Trading, Scheduling, and Marketing to maintain supply and demand balances, evaluate constraints and opportunities, communicate executable plans, and support multi-month inventory and volume forecasts. The Coordinator applies a working understanding of refinery operations, commodity logistics, and regional market dynamics to identify inefficiencies, track commercial performance, support tool and data improvements, and contribute to strategy execution and business planning for the Heavy Oils and NGL portfolio. This position plays a key role in ensuring reliable, cost-effective feedstock supply and optimizing value across the Heavy Oils and NGL value chain.

This position will be located in San Antonio, TX and will report directly to the Supply Coordination Manager - West.

Key Responsibilities

  • Develops optimized and executable regional supply plans using existing economic and communication tools for work team. Identifies perceived constraints and limitations and seeks further understanding, challenging as appropriate. Coordinates with stakeholders to identify and evaluate economics to realize commercial opportunities. Gathers and develops supply/demand balances, including maintaining refinery and system available crude or products for scheduling and modeling inputs. Some positions may include use of advanced software such as distribution and/or blending models.

  • Collaborates and serves as liaison between multiple internal stakeholders including but not limited to Economics & Planning, Trading, Scheduling, and Marketing to understand business needs, identify constraints and opportunities, discuss local and regional economic drivers, and propose solutions. Collaborates closely with Commercial Traders to coordinate, evaluate and present market opportunities on consistent and timely basis. Align market opportunities with refining system requirements/abilities in 120-day plan. Leads collaboration meetings within the value chain to discuss both local and regional economic drivers.

  • Effectively communicates opportunities, plans, and strategies to internal stakeholders using multiple platforms

  • or mediums. Stakeholders able to clearly understand messaging.

  • Prepares and communicates forecasted inventory and purchase or sales volumes designed to optimize refining run plans and corporate profitability with visibility into the multi-month plan. Coordinates path forward and communicates as conditions change, including available options and optimization opportunities for both planned and unplanned events.

  • Demonstrates a fundamental understanding of refinery operations, economics, commodity logistics, and market dynamics for multiple refineries. Has a working knowledge of assets and competitors in their supported geographical region, as well as ingress into and egress out of the region. Has limited knowledge of other commodities or regions.

  • Identifies inefficiencies and substantial value opportunities. Sets goals associated with tool improvement, logistics data, and strategic intelligence.

  • Develops tools and metrics to track commercial performance within the areas of responsibility.

  • Starts to identify ideas support to the strategy implementation and business development activities. Includes assisting with project economics. Supports annual business plan development.

Education and Experience

  • Bachelor's degree required. Engineering or related field preferred.

  • Seven (7) years of experience in Refining or Commercial roles, with exposure to refinery operations and economics and planning preferred.
