Purpose

This is a growing Team and various new opportunities on the Regulatory Accounting Team available. 

Principal-level individual contributor responsible for enterprise-level regulatory accounting leadership, technical judgement, and governance over the most complex regulatory reporting, rate-case support, commission data requests, audits, investigations, and compliance matters.


Operates with a high degree of independence and influence, leads significant or precedent-setting deliverables, advises senior leaders on accounting and reporting implications, and shapes the regulatory reporting operating model, controls, data integrity, automation, and documentation standards.

Accountabilities
  • Lead the most complex and high-risk regulatory filings, rate-case support activities, audits, investigations, and commission data requests across assigned jurisdictions or business areas.
  • Serve as principal financial and regulatory accounting advisor for significant proceedings, complex data responses, regulatory accounting matters, and cross-functional regulatory initiatives.
  • Establish standards for source-to-file traceability, workpaper quality, reviewer evidence, documentation retention, control alignment, and regulator-ready support packages.
  • Provide final technical review and quality assurance over complex schedules, exhibits, reconciliations, testimony support, regulatory responses, and filing support prepared by Analysts I, II, and III.
  • Interpret and advise on FERC USOA, NARUC guidance, ASC 980 considerations, regulatory assets and liabilities, cost allocations, rate recovery mechanisms, affiliate transactions, and jurisdiction-specific reporting expectations.
  • Anticipate and resolve complex data, accounting, reporting, mapping, control, and documentation issues that could affect filings, audits, compliance readiness, or stakeholder confidence.
  • Partner with Regulatory Affairs, Legal, FP&A, Accounting, Tax, Treasury, Audit, business operations, consultants, expert witnesses, and senior finance leaders.
  • Advise leadership on regulatory reporting risks, emerging requirements, accounting implications of regulatory orders, organisational changes, system implementations, and transformation initiatives.
  • Design and lead improvements to governance, data management, controls, account mapping, filing calendars, request tracking, workflow automation, and recurring support processes.
  • Develop playbooks, templates, quality standards, training materials, and knowledge-transfer routines for the regulatory accounting analyst team.
  • Mentor Analysts I, II, and III through technical coaching, review feedback, issue-resolution guidance, and professional development support.
Education and Experience
  • Bachelor's degree in Accounting, Finance, Business, or related field.
  • Eight to ten or more years of progressive experience in accounting, regulatory accounting, utility accounting, financial reporting, audit, rate-case support, or related finance roles.
  • Advanced knowledge of US GAAP, utility accounting, regulatory accounting, regulatory assets and liabilities, cost allocation principles, and financial reporting controls.
  • Extensive experience supporting complex regulatory filings, rate cases, audits, commission data requests, FERC/NARUC reporting, or jurisdictional proceedings.
  • Demonstrated ability to interpret complex accounting and regulatory reporting requirements and translate them into defensible workpapers and filing support.
  • Advanced Excel, data reconciliation, analytical, and financial systems skills, including large data sets and multi-source reporting environments.
  • Experience with SAP, Hyperion/HFM, Workiva, Power BI, PowerPlan, BlackLine, Analysis for Office, or comparable platforms.
  • Proven ability to influence senior stakeholders, manage competing regulatory priorities, and lead complex deliverables with limited direction.
Compensation Data

Full base salary range $95,000.00- $130,000.00 per year*Liberty considers several factors when extending an offer, including but not limited to, the role and responsibilities, a candidate's work experience, education, training and skills, and geographic location.
