Job Description:

L3Harris is actively seeking a Lead Contracts Specialist with our Information Dominance Group (IDG) business area in Greenville, Texas.  This position is responsible for a diverse business area, with defense customers from various USG Departments and Agencies, various foreign governments, as well as large and small business prime contractors.


As a Lead Contracts Specialist, you will perform cradle-to-grave contract management for federal and commercial contracts. Assist in the Management of the company's customer interface and administrative activities related to obtaining and executing prime and subcontracts for delivery of products and services. Requires management and leadership knowledge in job area and comprehensive knowledge within professional discipline. Communicates within and outside of organization to explain and influence changes to policies, practices, or approaches. Makes significant improvements in processes, systems, or products. Establishes short-term operational plans with measurable contribution to function or business area results. The selected candidate administers, extends, negotiates, and terminates standard and nonstandard contracts. Supports proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.


Essential Functions:

  • Preparing contractual letters, T's & C's, Reps & Certs for proposals to the U.S. Government and other DoD Contractors.
  • Providing audit and fact-finding support for major proposals.
  • Administering and closing contracts.
  • Compiling information and reports.
  • Subject Matter Expert in interpreting contract requirements and track contractual performance to the requirements, with comprehensive knowledge of contract management.
  • Interfacing directly with customers, senior management, and program teams to resolve issues, secure approvals, and ensure successful contract execution.
  • Serving as the primary liaison for contractual communications between L3Harris and our customer.
  • Assist in proposing and negotiating contracts for the company's products and services in prime and subcontracting environments.
  • Provides day-to-day oversight for three to five contracts associates.
  • Ensuring compliance with federal procurement regulatory requirements and providing the primary customer interface on related issues.
  • Assisting procurement personnel with significant contracting tasks, including establishing flow-down terms and conditions.
  • Deep understanding and knowledge of regulations including the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations.
  • Influencing successful business outcomes to achieve business and financial objectives for orders, revenue recognition, operating income and free cash flow for new and continuing programs.
  • Providing guidance, coaching, and training to other contracts professionals and/or support level employees. May manage projects at this level with responsibility for the delegation of work and the review of others' work product.
  • Communicates with contacts inside and outside own team to explain and interpret operational processes, practices, and procedures Identifies and addresses changes within own job area.
  • Works independently on larger, moderately complex projects or assignments.
  • Manages intermediate projects or processes with minimal oversight.


Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Active Secret (or greater) security clearance.
  • Minimum 7 years experience in management of Cost Reimbursable, Time & Material, and Firm Fixed-Price contracts.
  • Minimum 5 years experience with Commercial Contract Terms, FAR/DFARS, TINA and Export Regulations.
