Description The purpose of this position is to administer and provide a variety of Social & Youth Services programs and activities and ensure the effective delivery of programs and services to adults, youth, families, and older adults. Under the general direction of the Town Manager or their designee, the Assistant Director of Social & Youth Services serves as the operational manager of the department and is responsible for the administration of programs and services, personnel supervision, and assists the Town Manager or their designee with department fiscal management, policy implementation, and community partnerships. Provides case management services for adults, youth, families, and older clients, crisis response, as well as supervision and administrative support of the Youth Services Division Manager, youth services programs and activities.
Works closely with the Town Manager or their designee on the allocation of department resources, fiscal management of department budget and grants. Assign and supervise the work activities of staff, interns and volunteers as necessary. This position is also invested in making difficult technical decisions.
The work requires considerable knowledge, skills and ability in all phases of social and youth service programs. Leadership & Administration Manages daily operations of the Social & Youth Services Department
Assists the Town Manager or their designee with the development and implementation of department standard operating policies (SOP's) and procedures, department priorities, and budget. Assists the Town Manager or their designee with departmental compliance with federal, state, local, and grant requirements. Assists the Town Manager or their designee with preparation of reports, presentations, and recommendations for leadership and Town officials as required.
Attends the department's Youth Adult Council and Youth Diversion Team meetings; as well as Town Council, other committee and budget meetings. Maintains contact with community groups, agencies, schools and officials. Program Oversight & Service Delivery Manages programs serving youth, families, adults, and older adults.
Oversees food assistance initiatives; energy and seasonal assistance programs (i.e. holiday giving, Renters Rebate, CHOICES counseling); community outreach and support programs; veterans outreach, referrals and programs; clinical services; youth diversion initiatives; youth development programming; summer youth employment program; mandatory programs and services (i.e. evictions, relocation assistance); emergency and crisis response services
Ensures quality case management, crisis intervention, referral, and resident support services. Maintains an active caseload while providing operational leadership for the department. Ensures accurate statistics, reports and record keeping.
Interprets and explains policies and procedures governing various program eligibility to ensure appropriate referrals to local, state and community service programs. Evaluates and approves requests by clients for town and local financial assistance programs. Assists the Town Manager or their designee, the Emergency Management Director, and other town personnel in the operation of the Town's emergency shelter when activated.
Works closely with Building, Fire, Police, and Health departments when responding to emergencies (i.e. fires, housing displacement due to code enforcement). Assists the Town Manager or their designee with the evaluation and implementation of innovative approaches to meet emerging community needs
Assists with special projects and performs related work as required. Fiscal & Grant Management Assists the Town Manager or their designee with the department's annual budget preparation and presentation. Provides administrative oversight of the department's budget, payroll, revenue deposits, expenditures, and grants, ensuring fiscal accountability and compliance under the direction of the Town Manager or their designee.
Utilizes MUNIS financial and human resources management system to administer departmental budget and grants, monitor expenditures, process payroll, approve employee time and attendance, generate financial reports, and maintain accurate fiscal and personnel records. Personnel Management Supervises department personnel and interns. Provides direct supervision and administrative support to the Youth Services Division Manager.
Coordinates staff scheduling, assignments and payroll; approves time off requests. Assists the Town Manager or their designee with staff recruitment, onboarding, evaluations, and professional development. Ensures quality case management, crisis intervention, referral, and resident support services.

Minimum Qualifications A Master's degree in Social Work, Psychology, Marriage & Family Therapy or Human Services, from an accredited college or university; plus five years of progressively responsible professional work experience in the social service field; including two years in a supervisory capacity and/or in management/administration. Must have and maintain a valid driver's license.
